- Description: The use of casual staff, including casual teaching staff, is a common practice in Australian universities and the numbers of casual staff in the sector has increased significantly in the last decade. The traditional profile for casual teachers was that of industry expert and students. Recent research has shown that the casual teacher is now more likely to be a person holding several casual jobs and seeking a career. Likewise, general staff in casual positions are often people who would prefer job security and a career. This research was conducted at a regional Australian university and used a questionnaire targeting staff in both the Technical and Further Education (TAFE) and higher education divisions in all occupational groups as well as in depth interviews of casual teaching staff. The findings show that the traditional profile no longer applies. Staff employed in casual positions often hold more than one job, at more than one institution and are seeking job security. They frequently, but unsuccessfully use casual work as a career strategy. The result is frustrated careers. [Author abstract]

Additionally, RRR students from low-socioeconomic (low-SES) backgrounds experience multiple forms of disadvantage compared to their on-campus peers, and require additional study, learning, and social support. Partnerships between universities and local public libraries can enhance RRR low-SES student success through increased access to face-to-face support, reliable technologies, and study facilities. This exploratory research, led by five regional universities, presents the first national-level empirical data exploring how Australian public libraries and universities can work together to facilitate success for RRR low-SES students. Data were gathered through semi-structured interviews with public librarians from RRR low-SES communities across Australia. Thematic analysis findings explore themes of librarians’ perceptions of students as persons; the role of regional librarians in supporting RRR low-SES students; RRR low-SES students’ access to learning support; and the critical elements of sustainable partnerships between RRR public libraries and universities. At present, there is no contemporary profile of incumbents despite the high level of responsibility associated with these roles. Design/methodology/approach - A qualitative approach was used in the research that required the collation and analysis of public domain material regarding vice-chancellors. Multiple sources were used in order to ensure depth, breadth and accuracy of data collected. A questionnaire that was used as part of the PhD research allowed new data to be accessed and existing data verified. Finally, interviews with various incumbents allowed pertinent information to be discussed where applicable. Findings - The research outlines the changes in the roles of Vice-Chancellors that have occurred since 1960. The changes in the role reflect changes in government policy and social trends. Further, the research demonstrates that incumbents are now chief executive officers and require a broader range of business competencies and academic experience compared to their predecessors in order to meet contemporary challenges. These changes are reflected in the demographics and social characteristics of incumbents. Originality/value - This paper addresses this gap in knowledge and provides information about the people who are appointed vice-chancellors. The research gives an insight into all incumbents between 1960 and 2000 and where possible, examples of post-2000 trends have also been given. The creation of this profile will allow further and more in-depth research to be undertaken. © Emerald Group Publishing Limited.

- Description: This paper discusses the important support role that universities can play in the establishment and ongoing sustainability of regional information and communication technology (ICT) initiatives. Three case studies are presented to explore the uptake of ICT in a regional and rural context. A common element in each of these initiatives is the active participation of the University of Ballarat throughout all project phases. The resultant combination of on-the-ground leadership, infrastructure, collaboration and multi-disciplinary research has not only created benefits for the individual communities but also through the generation of consultancy income, publications and community engagement of a type which is highly consistent with the University’s vision and mission.

- Description: Universities are challenged to seek methods to improve student learning. Leading edge technologies, such as podcasts, that put the focus on learner-chosen activities may be one way to accomplish this. This study explored student perceptions of podcasting as a learning and teaching tool in a first semester information systems course within an Australian university. Students were provided with a short podcast to supplement face-to-face lectures. Students were then surveyed to determine their perceptions of the impact of this podcast on their learning. A high number of respondents agreed that they used the podcast, that it increased their understanding of the lecture material and that it assisted their learning in the unit overall. The findings in this preliminary study lend support to the concept that podcasting can enhance learning when used as a supplement to traditional teaching methods.

- Description: This article increases understanding of university labour processes. The antecedents and characteristics of early retirement schemes implemented by Australian universities between 2010 and 2020 were considered. Twenty-eight schemes were identified across 20 universities. Content analysis of descriptions of the schemes contained in official documents was undertaken. This revealed somewhat common justifications for the schemes, linked to concerns about organisational sustainability/resilience in the face of external threats and the implementation of modernising efforts. Such justifications appeared to be underpinned by similar ageist biases on the part of management. Despite this broad commonality, however, the schemes manifested a multifurcation of possible work-retirement pathways across institutions. Such reorganisation of labour processes, based on ageist representations that potentially place established workers in conflict with others, represents an incongruence between the market-oriented objectives of universities and areas of public policy responding to workforce ageing. It is argued that drawing momentum from emerging conceptions of sustainability and current diversity initiatives such as Athena Swan and Age Friendly Universities it may be possible to sever the link university leadership perceive between the divestment of older workers and the fulfilment of modernising agendas. © The Author(s) 2022.

- Description: There is now a large range of studies that have considered various aspects and issues of Sino-foreign university collaboration – which remains a vexed and contentious issue. The aim of the present study is to identify the specific steps a group of Sino-foreign educational alliances took over their first two years – as viewed by Chinese and foreign university managers – as they struggled to develop a mature basis for ongoing alliance activity. The paper notes that the initial formative years were ones of stress and strain. A total of sixteen (16), sequential steps have been identified in this study, which also notes that, at times, these steps could be taken out of sequence. It was only by the latter steps that the two sides had really formed the basis for longer-term activity. (In short it took about two years to achieve some sense of viable and realistic understanding of the realities of setting up and managing an educational joint venture in China). The paper provides a basic 'roadmap' for university managers wishing to enter the China alliance market – and, at the same time, also makes some comments about some of the issues, problems and tensions which may arise within this crucial formative period. The disability pages of the websites of all 39 public universities in Australia were visited and the information about disability services assessed according to 12 criteria developed by the authors. Results indicate that there is a dearth of information on Australian university websites available for students or prospective students who stutter. Only 13% of the sites reported any form of alternative teaching and assessment procedures for speech-impaired students and only 51% of 39 disability liaison officers responded when contacted by email. Such a student could not make an informed choice to enrol in a university based upon the information on disability services available on public Australian university websites. © 2012 The Speech Pathology Association of Australia Limited.

- Description: Purpose - This paper seeks to investigate the role of the university chancellor in the appointment of Australian vice-chancellors. Design/methodology/approach - Prior to this research it was evident that little research had been undertaken on the role of the chancellor. While the chancellor chairs Council, the incumbent also presides over quite a complex selection process, including chairing the selection Panel, when the need to appoint a new VC arises. Research into the recruitment and selection practices used to appoint vice-chancellors in Australia, undertaken as part of a PhD, yielded a wide range of useful material. The research also exposed some unexpected surprises, one of which was the role of the chancellor in the appointment process. Findings - The chancellor not only appeared to lead these processes, as would be expected, but was viewed as the key, if not sole, person who determined the successful candidate. It was found that the relationship between the chancellor and vice-chancellor was crucial and this was evident both in determining successful candidates and the decision for incumbents to seek a role elsewhere. However, in almost all cases the chancellor made the final decision when appointing a new VC. In some cases it appeared that selection panels considered their role as being simply to assist the chancellor to make a decision. This contrasted with the expectation that the panel as a whole would make a decision and recommend it to Council. Originality/value - Thus understanding the role of the chancellor is important when considering university governance and VC succession. This paper provides the findings of the research highlighting the significance of the chancellor's role in the context of appointing a new VC. © Emerald Group Publishing Limited.

- Description: Purpose - This paper seeks to investigate the role of the university chancellor in the appointment of Australian vice-chancellors. Design/methodology/approach - Prior to this research it was evident that little research had been undertaken on the role of the chancellor. While the chancellor chairs Council, the incumbent also presides over quite a complex selection process, including chairing the selection Panel, when the need to appoint a new VC arises. Research into the recruitment and selection practices used to appoint vice-chancellors in Australia, undertaken as part of a PhD, yielded a wide range of useful material. 10 Days in 2009 : An auto-ethnographical study of "Communical Resistance" taken by international students in Australia

- Description: The early millennium saw the rise of an educational system in Australia where unchartered private educational provider institutions teach degree courses via contractual arrangements with parent universities. This study examines an incident where students at several such institutions collectively declined to submit a required online assessment piece to the possible detriment of the successful completion of their degrees. The research questions that arose from this incident were; what went wrong; how can we understand what happened here; and, what does this mean for me personally? Students’ perceptions of an online assessment piece are examined in the study of this incident. The study covers identical units offered at six private providers in three different Australian cities and the parent university. The students at the private institutions were all international students; those at the parent were a mix of international and domestic students. The assessment piece, a mandatory requirement for completion of the degree, was given to a collective cohort of approximately 400 students. The majority of students from four of the private institutions declined to submit the assessment piece. Initial research indicated that the students were uncomfortable with the format of a new blended-learning delivery introduced that year (2009). Upon deeper investigation, it was revealed that the declination to submit was, in fact, a complex situation involving conflicts, cultural clashes, social upheaval, and legislative misunderstandings that combined to create an environment where the students felt they had no option but to openly protest against perceived injustices. The author of this work is also the educator at the centre of this event, thus the thesis has been written in an auto-ethnographical method, viewed through the educator’s lens. To protect sensitive information, pseudonyms have been used and identifying details removed. The parent university at the centre of the event, named Newgarth University, is fictitious. Auto-ethnography has been used to present the empirical data (quantitative and qualitative), and the reader will be taken through a “detective story” that reveals various characters, plots, and protest. The study documents a previously unrecorded incident in the international student education industry in Australia. The study offers explanations as to why this incident occurred and adds to the cumulative knowledge of the international student education industry in Australia by offering suggestions to prevent such incidents occurring again. The study demonstrates that when a group of students are placed in an unfamiliar uncomfortable environment with little or no access to pastoral care or welfare services, they will create support groups of allegiance to protect their interests. These allegiance groups will employ tried and tested methods of communal resistance practised by the dominant culture of that field of endeavour.

The matter under scrutiny is the financial reporting of the library collections of Australia's public universities. Accounting standards applying within the Australian public sector imply that such collections should generally be accounted for as assets in the statements of financial position of the entities that manage them. A survey reveals considerable diversity and subjectivity in the accounting practices adopted in seeking to satisfy this requirement. This raises questions about the reliability and usefulness of the information reported, and renders problematic the technical propriety of attempting to express and account for non-financial resources in financial terms. The financial reporting of library collections is posited as a 'chaotic margin' of accounting and consideration is given to possible explanations for the disorderly state of practice observed.
