  • Description: Developing upon recent feminist criticism that explores the relationship between the domestic and the political in women's war writing of the First and Second World Wars, this essay examines Frances Partridge's little-discussed diary of the years 1939-1945, first published in 1978 as "A Pacifist's War." Partridge's documentation of domestic daily life in rural England in this text is intimately connected to the articulation of her broader philosophical, political, and ethical views. Her personal philosophy of "intensity" and her pacifism are in part developed in response to her changing relationship to, and the shifting nature of, domestic everyday life during wartime. Partridge's personal philosophy and pacifism are analyzed in relation to the broader intellectual context of the Bloomsbury milieu to which she belonged, and comparisons are drawn to the dialectic between the domestic, everyday and political in "A Pacifist's War" and the autobiographical war writings of contemporaneous women writers including H. D. and Gertrude Stein. Exception? What exception? Foucault’s state of convention

  • Description: The notion of the ‘state of exception’ (i.e. the sovereign decision to suspend some or all of the suite of rights, freedoms and obligations associated with the social contract) understands that such rights and obligations normally exist and function as protections. Giorgio Agamben’s work figures the contract suite’s institutionalised presence in terms of this conceptualisation, and then contemplates a permanent state of exception. However, in Foucault’s work on ‘governmentality’, the contract suite functions as a conceptual veneer, in the service of the state’s self-preservation rather than as protection for citizens. This perspective has implications for the usefulness of the notion of the exception as a way of understanding modern political obligation and authority. It is in this context that antifoundationalist synergies between Foucault, Hume and others will be considered, particularly with regard to the role of convention in a governmentalist understanding of the relation between citizens and the state.

  • Description: Peter Lalor achieved fame as the leader of the gold diggers in their revolt against the British government at the Eureka Stockade, Ballarat, Victoria in 1854. Lalor was born in Ireland in 1827, the youngest of 11 sons of Patrick and Ann Lalor of County Laois, Ireland. His father sat in the House of Commons with Daniel O'Connell in the Reform Parliament, and the family became involved with the movement for repeal of the Act of Union and for land reform in Ireland. The eldest son, James Fintan, became a Young Irelander in 1848 and gave his life for the cause.Such were the family influences on the engineer Peter Lalor when he immigrated to Australia in 1852. By October 1854, Lalor was a gold miner in Ballarat and was drawn into the protest movement against the unjust and corrupt administration of the Ballarat goldfields. On November 30, 1854, Lalor drew on his Irish nationalist heritage and stepped forward to lead the radical arm of the movement on Bakery Hill. Lalor mounted a stump under the Southern Cross flag and called on those present to swear an oath that would ring passionately down the generations:We swear by the Southern Cross to stand truly by each other, And fight to defend our rights and liberties.Lalor's oath inspired men with revolutionary fervor.   • Description: Corio Bay Innovators, trading as dal Gourmet Cafe and Catering, is an innovative supported training and employment service that operates a gounnet catering service and two retail cafes in Geelong. Currently, dal has around forty staff who receive federal or state disability funding, and about half as many support staff. Rather than being seen as an agency providing supported employment, dal is regarded as a successful and competitive business that is very popular locally, and is in demand in the hospitality sector. Yet dals primary purpose is not the friendly service, great atmosphere, and delicious food, but the creation of a range of innovative employment opportunities in a caring work environment for adults who have been labeled as having disabilities. Most significant, however, is the extremely strong emphasis on inclusion in the local community, in combination with an actively supportive and empowering workplace. Staff at dal have voted that they do not want to be labelled as having disabilities but to have it noted that they have special needs. While the choice of such termninology may not necessarily be in line with current "politically correct" discourse, it is a choice that is respected at dal. It is a description worn with pride in difference and collective identification adopted by Other oppressed communities and acknowledged by Meekosha (2000) and Barton (2003). While exploring dal as a model of best practice in training young people for the hospitality industry, this paper will explore the conflicts raised by contrasts between the voices ofthe staffat dal and the discourses of educators and trainers, in an attempt to develop a sustainable model for the future.

  • Description: This special issue of Critical Horizons takes up the problematic of political imaginaries from various angles. In putting political imaginaries into question, the conditions of possibility for “the political” (le politique) and “politics” (la politique) are interrogated, as well as the concrete, contemporary contexts in which they are embedded, and which they, in turn, transform. In light of the ongoing Global Financial Crisis, the continued ecological devastation of the earth, new sites of terrorism (such as Norway), but also the recent upsurge of protest movements around the world (from the socalled Arab Spring, to the Occupy movement), the questioning of existing horizons of political imaginaries are evident and, consequently, call for elucidation. The present special issue begins to articulate a field of responses to this urgent task.

  • Description: Organizations wax and wane, and some cease to exist altogether. The Standards Board for England was abolished after a 10-year life. Created to regulate the ethical behavior of local politicians in England, the ethics of politics was undermined by the politics of ethics. This article analyzes the life of the Standards Board initially through the lens of a life-cycle approach to organizations but finds that a problem-cluster approach provides a sharper picture. Over its lifetime, the Standards Board faced a number of crises; its failure to resolve these crises and an unfavorable political climate led to its demise. © 2017 by The American Society for Public Administration

  • Description: Insecurity is no longer a condition that is specific to a set class of workers it has become a global issue. It can affect workers of any age, gender or ethnicity, across industrial or service sectors, and even our universities are no longer safe from casualisation, underemployment and outsourcing. To be sure, employment has always had elements of precariousness associated with it, particularly in the primary sectors. However, the steady intensification of capitalism around the world, and its intrusion into almost every facet of human endeavour, has meant that precarious work, as Arne Kalleberg writes, 'has become much more pervasive and generalized: [even] professional and managerial jobs are also precarious these days'. The telltale signs of precarity, such as insecurity, uncertainty and atomisation/individualisation, are frequently associated with the neoliberalisation of global societies. The twin mantras of flexibility and mobility across the economic market are further evidence of neoliberal principles, as an increasingly casualised work force allows employers the flexibility to shed and acquire labourers in accordance with the demands of capital rather than any humanitarian concern.

  • Description: The making of Euro-Australia occurred against the backdrop of two dimensions of its historical constitution. First, it occurred on the back of Britain's entry into the Oceanian world and its intercivilizational encounters with Pacific cultures. The second dimension was the appropriation of the land of a complex and internally diverse Aboriginal civilization and suppression of its social world view. This was vital to a lasting sense of ambivalence in Australian identity and in the relations of the Commonwealth of Australia with island states in the Pacific. After Federation (1901), Australia became more independent in the context of devolution of the Commonwealth. Engagement in the Pacific War heralded a turn from allegiance to Britain to alliance with the United States. A new orientation to the Asia-Pacific was not a chosen course, but one compelled by geo-political conditions and a growing dynamism in this multicivilizational world region. From the 1970s to the end of the twentieth century, engagement in Asia accelerated with the onset of a policy regime of multiculturalism and a process of neo-liberal modernization. This essay argues that Euro-Australia emerged out of complex intercivilizational interactions entailing colonialism, diverse migratory and cultural flows, and the creation of a homogenizing collective memory. I contend that Australian modernity, due in part to its suppression of its indigenous civilization and accompanying denial of that suppression, has borne considerable cultural and political ambivalence about its place in the region - an ambivalence which structures its economic and political relations with neighbouring countries. In this essay, I focus on Pacific relations. I compare developments and turns in Australian foreign policy with patterns of cultural engagement since the 1970s. Towards the end, I raise the Australian regime of refugee detention in relation to climate refugees. The essay concludes with notes on the merits of civilizational analysis in understanding the Oceanian constellation and its potential futures and points for further research on Australia in a multi-civilizational context.

  • Description: Recognising the oftentimes polarising nature of court decision-making—and the overt public interest and political sensitivities which exist—this chapter focuses on the public influence on legislative decision-making with regard to the courts and court processes. It considers the blurring of boundaries in regard to mandatory sentencing the parliamentary appetite for sentencing reform and the questioning of sentencing outcomes and other court practices. How to reconcile public attitudes (and thus parliamentary action) with magisterial, judicial, parole board and bail justice decision-making is a significant challenge. Various actors have a role to play in promoting accountability and positive change, including sentencing advisory councils, parliamentary law reform committees, legal services boards, community legal centres and other bodies—in advocating for positive change, fairness and equity based on sound evidence rather than potentially knee-jerk reactions to public conjecture.

The Iraq war, 'sound science,' and 'evidence-based' educational reform : How the Bush Administration uses deception, manipulation, and subterfuge to advance its chosen ideology

  • Description: In this article we describe how the Bush administration has used deceptive techniques and subterfuge to force its ideology upon the American people. We provide examples of similar techniques used to manipulate public opinion and national policy in three broad areas: national defense, science, and education. Our example from national defense policy, as one might guess, relates to the centerpiece of the Bush Administration, the Iraq War, and in particular the gathering and presenting of 'evidence' on Iraq's weapons of mass destruction in order to gather public support for the war. The build up to the war provides examples of fabricated evidence, dire warnings, and manipulation of U. S. intelligence agencies, all orchestrated by the White House. The breadth of deception and manipulation of science by the Bush Administration is quite amazing, cutting across policy on endangered species, climate change, reproductive health, stem cell research, dietary science, and environmental pollution. This is a story of suppressing and tampering with scientific findings, intimidating scientists, manipulating the membership of scientific committees, and allowing representatives of industry and social conservative groups to write Administration policies or legislative proposals. We go on to show how many of the same techniques used by the Bush Administration in the build up to the Iraq War and in science have been adapted to control education in the U. S. under the guise of "evidencebased educational reform." We document Administration efforts to "scrub" educational documents to delete content that does not agree with the "Administration"s ideology, promote private management and private schools at the expense of public schools, andforce schools to adopt commercial curricula favored by the Administration. Bush's attempts to control public education are explained by his allegiance to two major constituencies, social conservatives and the corporate sector, and his commitment to what we refer to as neoconservative federalism. We show how these three factors merge as the underlying basis of No Child Left Behind (NCLB) and an array of other Administration efforts to control education.
