The integrity of public officials is considered a key determinant of public trust in government and a central concept in good governance. An integrity system consists of all components, such as policies, practices, institutions and integrity guardians meant to contribute to the integrity of the organization at the heart of the integrity system. In this article we propose a theoretical model for the effectiveness of integrity systems that can be tested empirically. Six conditions are proposed as important for delivering the outcome of high integrity performance. Different configurations are expected to deliver the same outcome, because of varying developmental trajectories. Implications for further research are discussed. Points for practitioners Many countries have in place measures for dealing with corruption and unethical behaviour on the part of public officials. Rarely are these measures considered as part of a whole system. At the same time, there is little research evidence for the effectiveness of individual measures or the system as a whole. This article addresses these issues and is, therefore, important for policy makers who are developing anti-corruption measures.

Nurses with effective communication skills play a critical role in minimising the stress associated with hospitalisation for both patients and their families. Effective communication has become increasingly reported as a key component in effective health care outcomes, which is even more crucial in countries such as Saudi Arabia with a large foreign healthcare workforce. The presence of a large expatriate workforce with a different language from the host society and the ensuing complexity of sociocultural linguistic and heath beliefs systems has been poorly researched. This study aimed to investigate barriers and facilitators of nurse-patient communication in Saudi Arabia using the Nurses’ Self-Administered Communication Survey. The survey was distributed to a random sample of 291 nurses working in medical and surgical departments at five hospitals in Saudi Arabia. The results indicate that the Philippine and Saudi Arabian nurses perceived greater barriers to communication with respect to personal/social characteristics, job specifications and environmental factors then nurses of other nationalities. In addition, nurses with shorter experience in Saudi Arabia perceived greater barriers to communication with respect to the clinical situation of patient and environmental factors than the nurses with longer experience. Lastly, nurses who had not attended specialist courses on communication skills acquisition perceived greater barriers to communication with respect to personal characteristics and job specifications than nurses who had attended such courses. This study highlights the need to better prepare expatriate nurses before they enter the workforce in Saudi Arabia on cultural competence and language skills.

This study examined trends in sport participation among females over a six-year period (2011-2016) within five popular sports, by age and region. It also identified future challenges community sports face in increasing female sport participation. De-identified participant registration data for the five sports were obtained and analysed according to age, gender and region (metropolitan v non-metropolitan) within the state of Victoria, Australia. Data for all sports were aggregated and analysed collectively to produce a broad participation profile. Interviews were held with community sport stakeholders (n = 17) across a low socio-economic metropolitan and non-metropolitan region to understand challenges associated with increasing female sport participation. Results showed that female sport participation levels increased over the six-year period, with greater proportional increases among the youngest age group (4-9 years) - the common entry age into the organised sport through modified sports programs. Retention of females in sport throughout adolescence and adulthood remains a challenge. Community-level sports face challenges to accommodate growth in female sport participation in terms of availability and quality of sport infrastructure and volunteer capacity - both human resources to deliver sport and organisational capacity to devise and implement strategies to recruit and retain females. They also face challenges associated with the social construction of gender within sport and club environments. Sport policies that encourage female sport participation need to also consider the supply of sport such as maximising infrastructure usage, gender equity facility usage policies and developing volunteer capacity.

In Australia, there has been a tendency to rely on quantitative indicators of university teaching quality. This has occurred partly because the indicators are perceived as objective and reliable and partly because they are relatively simple to gather and collate. A national project currently underway is based on the assumptions that teaching quality is multidimensional and that the identification and use of relevant indicators of teaching quality are dependent on the institutional environment. With a focus on student engagement, this paper outlines the research-based approach to developing indicators of teaching quality being taken by one Australian university participating in the national project.

his paper seeks to explore the responsibility and power of the role of nursing unit managers (NUMs) in rural New South Wales using Kanter's theory of organisational power as a framework. Using in-depth individual interviews with twenty NUMs, data were analysed from four perspectives to gain a deep understanding of the NUMs' working world. The findings show that the NUMs' role is substantive, encompassing both clinical and managerial functions. Overall, the findings indicate that the participants lacked power commensurate with their role responsibilities.

In this article we describe how the Bush administration has used deceptive techniques and subterfuge to force its ideology upon the American people. We provide examples of similar techniques used to manipulate public opinion and national policy in three broad areas: national defense, science, and education. Our example from national defense policy, as one might guess, relates to the centerpiece of the Bush Administration, the Iraq War, and in particular the gathering and presenting of 'evidence' on Iraq's weapons of mass destruction in order to gather public support for the war. The build up to the war provides examples of fabricated evidence, dire warnings, and manipulation of U. S. intelligence agencies, all orchestrated by the White House. The breadth of deception and manipulation of science by the Bush Administration is quite amazing, cutting across policy on endangered species, climate change, reproductive health, stem cell research, dietary science, and environmental pollution. This is a story of suppressing and tampering with scientific findings, intimidating scientists, manipulating the membership of scientific committees, and allowing representatives of industry and social conservative groups to write Administration policies or legislative proposals. We go on to show how many of the same techniques used by the Bush Administration in the build up to the Iraq War and in science have been adapted to control education in the U. S. under the guise of "evidencebased educational reform." We document Administration efforts to "scrub" educational documents to delete content that does not agree with the "Administration"s ideology, promote private management and private schools at the expense of public schools, andforce schools to adopt commercial curricula favored by the Administration. Bush's attempts to control public education are explained by his allegiance to two major constituencies, social conservatives and the corporate sector, and his commitment to what we refer to as neoconservative federalism. We show how these three factors merge as the underlying basis of No Child Left Behind (NCLB) and an array of other Administration efforts to control education.

Purpose – The purpose of this paper is to examine corporate social responsibility (CSR) reporting by banks in the developing economy of Bangladesh. This paper also aims to examine the users' perceptions relating to CSR disclosures issues. Design/methodology/approach – The study collected two types of data. First the annual reports of 20 selected banking companies, which are listed in Dhaka Stock Exchange (DSE), were considered. A questionnaire was also used to investigate the level of users' understanding and their perception of CSR reporting. Findings – The principal findings are twofold: first, the study shows that the selected banking companies did some (albeit little) CSR reporting on a voluntary basis. Second, that the user groups are in favor of CSR reporting, and would like to see more disclosure. The current disclosures by the selected banks, however, are not ample at all to measure the social responsiveness of the organizations. Originality/value – The paper provides useful informaiton on users' perceptions relating to CSR disclosures issues.

The authors tend to identify massive changes in approaches to educational governance, including the establishment of a broadly common policy and management agenda that is characterized by 'new managerialism', devolution, and rigid accountability structures, entrepreneurialism, and school effectiveness, that have been imposed largely as a result of globalization. These measures are often seen as being directly related to the 'hollowing out' of the state, and the emergence of neo-liberalism as the informing ideology of both international capitalism and residual nation-states. There are few studies, however, of the dynamics of educational life and micro-political activities that enable or challenge or bring about the kinds of educational reshaping and renorming that are typically associated with globalization. This study attempts to analyse such micro-shaping, which, through reporting an ethnographic study in a site of educational practice, examines how school managers and teachers dealt with government policy intervention and, in the process, both willingly and unwillingly implemented significant educational change.
