Description: Grouping regional towns and cities in Australia according to economic functions could improve understanding of the importance of economic factors in determining growth. Several researchers have used clustering techniques to examine the growth and characteristics of regional cities in Australia. The current study extends clustering methodologies by adopting an optimisation approach based on a clustering technique using the k-means algorithm to investigate the impact of socio-economic factors on population growth and decline in regional Australia. The analysis in the paper suggests that industry of employment, individual weekly income, age group and education level have an important impact on population change. These findings have policy implications for economic planning of regional areas in Australia.

Description: The focus of this paper is peripheral urban growth centres on the edges of capital cities in Australia and the challenges they face as dormitory suburbs attempting to establish their own local business development. These challenges create dilemmas as infrastructure and climate change place pressure on long commuting times, while developing strong locally based communities is limited by many resource and demand constraints. The main research question is to examine how these challenges are being addressed in both public policy and academic research. Two propositions emerge from this analysis. The first is that, despite clear recognition of these challenges by public policy makers, there is a lack of coherent policy vision in addressing the dilemmas that are facing these urban growth centres. The second is that, despite all the concerns and lack of policy vision, there is a dearth of useful academic research in Australia to understand the dilemmas and provide guidance for appropriate policy options. In the context of ad hoc policy and academic neglect; Casey, Melton and Wyndham are the three major urban peripheral local government areas in Victoria that are profiled in this paper. They serve as examples in examining incoherence of policy and then analysing the elements that are needed for effective and strong peripheral growth centres that could propel these centres towards efficient and equitable liveable communities. A broad composite model of regional economic development is used to examine the attendant problems in these urban centres and the various viable policy options for addressing these problems. In the process, this paper aims to provide a basis for further rigorous academic investigation of peripheral urban growth centres in Australia and, arising from this, more coherent policies for the economic development of such centres. Description: This paper develops a methodology for understanding how relations between people and place are co-constituted through music and sounds. Using the case of Four Winds festival Bergmagui, New South Wales, the paper discusses our use "sound diaries" as a means to better understand the role of sound in participants' understanding of place. Highlighted within our discussion is how our experimental methodology overcomes some of the inherent problems of researching so-called "sound geographies". Sound diaries provide a possible technique to provide partial insights into the embodied knowledge triggered by sounds and music. Woven within these personal interpretations and their attributed meanings are more general themes concerning the concept of soundscapes, practices of listening, the role of sound in the mutual constitution of place and identities, and the embodied underpinnings of place-making practices in relation to sound and music.

Description: Education policies and practices developed for urban populations are not always effective when implemented in regional and remote locations. Despite government policy initiatives that may provide for collaboration across communities, a singular issue is that a diversity of solutions may be required rather than a 'one size fits all' approach. This article presents a potential solution to this problem through engaging collaboration and co-creation to optimise educational opportunities in initial teacher education in Australia. Qualitative analysis of a collaborative and co-created process of enhancement, lesson development and reflection brings together the every-day problem-solving processes used by pre-service teachers and classroom students with those used by research scientists and community experts. A consequence of such a process that benefits regional and remote communities is the development of collaborative networks founded in co-creation of educational opportunities and based on daily life in local communities.

Description: In this paper, we contend that the visual discourses of poverty and inequality are constructed through everyday social relations – the visual, spatial and bodily ‘encounter’ with homelessness in public space, steeped in the politics of the stigmatised Other. Bringing together Erving Goffman’s theory of everyday encounters with Guy Debord’s society of the spectacle, we explore the intersection between the ‘sight’ and ‘scene’ of homelessness and the spectacle of capital in public space. We identify how everyday encounters with homelessness perpetuate the notion that homelessness is ‘out of joint’ in relation to the spatial and aesthetic logic of capital and commodity consumption and performance. Reflecting on the repercussions of this for understanding homelessness, we explore the aesthetic dimension of the experience of homelessness within the context of a public space saturated by the social and aesthetic relations and of capital. © 2014, © Urban Studies Journal Limited 2014.

Description: The revival of colonial heritage is a particular feature of former British and French colonies in Pacific and Asian settings. This is exemplified by the redevelopment and rejuvenation of what were exclusive 'comfort zones' for the 'colonial classes' and is central to the consumption of colonial nostalgia via tourism. The political and semiotic implications of renewing colonial era constructions for tourism are manifold. The key argument is that this can re-politicise what was hitherto benign colonial heritages. Furthermore, this can aggravate tensions within what are already fragile ethnic landscapes. This is especially so when the setting is one where the various publics have been steeped in economic, cultural and sociopolitical changes, and where political and civil upheavals are recent occurrences. If the restoration of colonial heritage for tourism (in this case for heritage hotels) in former colonies is conducted oblivious to the legacies and meanings instilled in such heritages, the exacerbation of social and political sensitivities is likely. © 2015 Taylor & Francis.

Description: What young people have to say about schooling can be most revealing, particularly when they expose and challenge the injustices and logic of school policies and practices. This paper captures voices from secondary school students from a school in Victoria, Australia, as part of a research project called Becoming Educated. The paper explores a particular geography of youth around the notion of 'shape shifter' as it relates to young people's education in two ways: first, in understanding the changing roles and identities of students as observers of, and participants in, education policies and practices; and second, as a way of interpreting the intent of those who 'shape' new ideas and policies to create a kind of 'temporary alteration of outside appearances for the purpose of deception' [Merchant, B. 1995. Description: There is an acute shortage of social housing in Australia; hence, the supply of social housing needs to be increased. The government, however, lacks the necessary resources to adequately respond to this need. Additionally, the level of private institutional investment in social housing is currently low as social housing investments are perceived to be illiquid, high risk, and with low returns. Through a case study on a social housing renewal project in Garbutt, Townsville, Australia, this paper demonstrates that with the application of the Real Option approach, the profitability of the social housing project is actually significantly higher, compared to what they have been shown to be when traditional methods, such as the net present value, are used. This study offers new insight into the profitability of social housing, which has important implications for policymakers and private sector investors and is the first of its kind in the Australian social housing literature. © 2020 Elsevier Ltd

Description: Public space is being increasingly managed by defensive architecture, surveillance and other subtle filtering mechanisms to make it more palatable and attendant to the needs of capital. This reinforces social boundaries, making space inhospitable to those people whose presence is not welcome, and serves to ‘discipline’ city inhabitants into primarily consumption based modes of interacting with and in the city. However, disenfranchised urban populations still find ways to exist in and navigate these spaces. The purpose of this article is to highlight these ways by introducing the concept of ‘desire lines’ as a means of overcoming or re-imagining defensive space. We use Deleuze and Guattari’s theory of desire as productive force, combined with De Certeau’s notion of ‘walking the city’, to explore how individuals and social movements might practically, and in a metaphorical sense, create new collective paths, creating ‘desire lines’ of resistance and change within what is often an increasingly unforgiving and dominated urban environment, created by and for capital at the expense of a vibrant public realm.

Description: In this paper we theorize an “enabling place pedagogy” drawn from the findings of two studies of exceptional place-based teaching and learning initiatives in primary schools in low socio-economic communities in rural and regional Australia. In each case the place-based teaching and learning involved the whole school community and was extended to the communities outside of the school. Children across all grade levels participated in the programs, which were enacted in varying degrees across the curriculum. We propose the notion of “organized chaos” as a way to understand the extraordinary nature of the pedagogical encounters offered by the two leading teachers. Through a pedagogy of organized chaos, infinite connections are made possible, opening the way for alternative learner subjectivities, especially for children who are different and those who do not achieve well in conventional classroom teaching. We argue that through a pedagogy of organized chaos in diverse outdoor learning environments, deep ecological learning takes place that enables different ways of being in and knowing the world.

Description: The article sets out to provide an historical survey of the industry–community relationship in the Australian mining industry. The mining industry had a vital role in encouraging population growth, regional development, and industrial diversification. The relationship is understood through three key themes. Firstly, the industry–community relationship was underpinned by geology. Since ore was often found across large areas, mineral ‘regions’ developed. Secondly, the industry–community relationship was specific to particular places in the nineteenth and first half of the twentieth century. Mining towns became very distinctive communities that shared economic and social characteristics. Thirdly, the industry–community relationship did not finish at the town limits. The history of the mining industry in Australia offers a strong case for exploring the effects of both global and local impacts. Communities were heavily influenced by local economic and geological realities but as the twentieth century progressed the close geographical relationship between industry and community began to disperse with wider regional and interstate effects. The article posits ‘community’ as a description of a geographically specific social formation, but this final theme moves towards seeing ‘community’ as a wider concept transcending place and geography.

Description: Sixteen supply-side and seven demand-side export promoting policies were simulated and examined for export and associated employment impacts. Policy design considered the spatial distributions of export promoting and constraining variables defined within the Tiberi-Vipraio Hodgkinson (TVH) regional innovation context typology (2000), and examined movements in their value-added industry support export enhancing information multipliers. These were derived using innovation indicator matrices (IIMs) within an extended input-output framework as designed by the author. The information sector was derived using a modified decomposition and aggregation (Jussawalla et al., 1988) whilst IIMs build upon DeBresson's (1999) innovative interactive matrices to show innovation strategy information spillover contributions rather than innovation inputs and outputs as an intermediate transactions quadrant subset. Policy simulations showed that information sharing consistent with the innovative milieu theory best stimulated exports and associated employment. That is, assistance to promote related scientific research delivered the best export, associated employment outcomes and related flow-on effects.

First World War cemeteries : Insights from visitor books

Description: This study concerns some of the military cemeteries that were built in Belgium and France by the Commonwealth War Graves Commission following the First World War of 1914-18. The cemeteries articulate one of the main social memories of the war to remember the dead individually. The performance of tourists and pilgrims in their visits to the cemeteries can be seen as ritual behaviour which helps to perpetuate the memories. The visitor books in 39 cemeteries were examined in order to identify reasons for visitation and patterns across sites. Three clusters were formed using the percentage of visitor book entries in which visitors made reference to specific graves. Half of the cemeteries formed into a cluster which had high visitation but where less than five percent of visitor book entries referred to particular graves.Most of these cemeteries were located close to well-known sites, battlefields or national memorials. A small cluster of seven cemeteries showed relatively low visitation but up to sixty percent of visitors sought a particular grave. The data indicated that relationships between national identity and particular cemeteries were important. © 2011 Taylor & Francis.

Description: This paper presents the findings of two surveys conducted on behalf of BREAZE, a Renewable Energy and Zero Emissions community group in the Ballarat region. The research presented in this study was designed to identify the group's effectiveness in supporting its members to achieve zero emissions. Another objective of the research was to identify the knowledge and information needs of the broader Ballarat community in relation to climate change and sustainable behaviours. Survey findings indicate that both BREAZE and wider Ballarat community members are looking for means to reduce their barriers to adoption of pro-environmental choices. Key results also indicate that the Ballarat community has some desire and intention to change their behaviour. There was considerable interest and demand for high quality, clear, in-depth information and working examples on which individuals can base their choices and purchase decisions. The paper concludes with a discussion on future actions to engage the wider community towards more sustainable behaviour.

Description: Although research has examined population growth and decline using functional specialisation, little attention has been paid to the possible combined effects of functional specialisation and socio-economic factors on population change. Using the Australian Bureau of Statistics Census Data 2001–2006 for statistical local areas, this study presents an investigation of the role of both functional specialisation and socio-economic factors in population change in non-metropolitan areas under the sustenance framework. The uniqueness of the study is twofold. Conceptually it develops a framework to compare the combined role of functional specialisation and socio-economic factors on population change; and, empirically it uses data mining (cluster analysis) techniques to investigate the extent of this combined role. The results show the significance of both functional specialisation and socio-economic factors. Policy implications of the study indicate the need to examine regional development and population change in relation to functional specialisation and socio-economic factors and their impact on viability of non-metropolitan areas. © Urban Studies Journal Limited 2015.
