- Description: The increasing focus on learning and innovation within organisations has significantly changed perceptions and practices of learning. It has also generated an increasingly diverse and growing network of learning and development practitioners (L&D), constructing an emerging identity that is critical to organisational growth. Our study of nearly 800 Australian L&D practitioners explored their working roles, relationships, and development needs, in a contested environment. Our purpose was to explore how L&D practice has changed; if a professional identity for L&D practitioners is emerging; and what development needs L&D practitioners have. The practitioner responses from this study are used to model the emerging themes of L&D practice, substantiate the emergence of a ‘quasi-professional’ identity, and indicate the imperatives that underpin professional development frameworks. This knowledge provides a foundation for reconceptualising the learning and development practitioner domain. © 2018 Australian HR Institute
Pre-apprenticeships in Australia : Differing orientations and their policy implications

- Description: Little has been published in the Australian vocational education and training (VET) literature on the topic of pre-apprenticeships, which are a loose type of preparatory courses for apprenticeships available in some trades. Nevertheless, pre-apprenticeships have been in existence for several decades. With continuing concern over skill shortages in Australia, the research study on which this paper is based investigated the role of pre-apprenticeship courses in addressing skill shortages in the electrotechnology, automotive and engineering trades, some of the largest 'traditional trades' in Australia, and those with sizeable numbers in pre-apprenticeships. The principal objective of the overall study was to determine whether the use of pre-apprenticeships increased the size and suitability of the supply of entrants to the traditional apprenticeships and whether pre-apprenticeships do or might increase completion rates in apprenticeships. The paper uses findings from the study to develop a typology of pre-apprenticeship courses, proposing two fundamental orientations and discussing whether different orientations towards pre-apprenticeships are compatible with one another. © 2013 Copyright The Vocational Aspect of Education Ltd.

- Description: In this final, collaborative paper in the Learning to be drier edition, we reflect on and draw together some of the key threads from the diverse narratives in our four site papers from across the southern Murray-Darling Basin. Our paper title, Wicked learning, draws on a recent body literature (Rittel & Webber 1973) about messy or 'wicked problems' as characterised by Dietz and Stern (1998). It picks up on our identification of the difficulty and enormity of the learning challenges being faced by communities, associated, at best, with a decade of record dry years (drought) and severely over-committed rivers. At worst, drought is occurring in combination with and as a precursor to recent, progressive drying of the Basin associated with climate change. Our research is suggestive of a need for much more learning across all segments of the adult community about '... the big picture, including the interrelationships among the full range of causal factors ...' (Australian Public Service Commission, APSC 2007: 1) underlying the presenting problem of drying. We conclude that solutions to the messy or wicked problem of drying in an interconnected Basin will lie in the social domain. This will include building a wider knowledge and acceptance of the problems and likely future risks across the Basin including all parts of communities. The problem of drying as well as its causes and solutions are multidimensional, and will involve comprehensive learning about all five key characteristics of other 'wicked' policy problems identified in previous research in the environmental arena. The narratives that we have heard identify the extreme difficulty in all four sites of rational and learned responses to being drier as the problem has unfolded. All narratives about being drier that we have heard involve a recognition of a combination of the five characteristics common to wicked problems: multidimensionality, scientific uncertainty, value conflict and uncertainty, mistrust as well as urgency. All narratives identify the importance of social learning: to be productive, to be efficient, to survive, to live with uncertainty, to be sustainable and to share. Combating the extent and effects of drying, causality aside, will require new forms of learning through new community, social and learning spaces, apart from and in addition to new technological and scientific learning.

- Description: It is widely acknowledged that learning and development (L&D) is key to well-being, innovation andsuccess for individuals, organizations and societies (Delahaye, 2011). Learning and development practice involves application of distinctive knowledge, skills and techniques in distinctive contexts. The sheer range of contexts and kinds of expertise associated with this work produces a complex challenge to any attempt to model L&D practice. The Australian Institute of Training and Development (AITD) took up this challenge in the Australian setting. A team of researchers was engaged to produce a model of L&D practice that the organization could use to conceptualize the work of its members and refine organizational strategy in areas such as professional development services. Although there have been attempts to represent the work of L&D practitioners (e.g. the ASTD ‘Competency Model’), the research presented here focused on the Australian setting and was also guided by a commitment to recognizing the role of organizational contexts in shaping L&D practice. This focus on context distinguishes the model from others that are concerned with the expertise and attributes of individual L&D practitioners. The model presented here thus represents contexts of L&D practice as well as knowledge and skills applied within them. The article describes the research process used to develop the model, including analysis of existing models, interviews with senior L&D practitioners and a survey of practitioners. The result is a model that acknowledges the complexity of L&D practice in a contemporary environment.

- Description: The paper reports on a study examining the issues facing vocational education and training (VET) practitioners who aspire to undertake formal research and move towards publishing their research. Research participants were drawn from attendees at a publishing workshop that was mounted at the 2008 conference of the Australian Vocational Education and Training Research Association (AVETRA). The study utilised notes made by the conveners of that workshop, and the collective work produced in groups of participants, responses to an email interview six months after the date of the workshop, and subsequent in-depth telephone conversations. The study showed that practitioner researchers faced considerable difficulties in pursuing their research and publication goals, and analysis of findings suggest that these difficulties may reflect a lack of legitimacy for research within VET practice and VET institutions. - Description: Early in 2011, the Australian Association for Research in Education (AARE) and the Australian Council of Deans of Education (ACDE) established a joint working party to create a strategic plan for strengthening national research capacity in the field of Education. This proposal followed the publication of Excellence of Research in Australia (ERA) 2010 results, which revealed that the national average weighting of Australian research in Field of Research 13 (FoR 13) - Education was well below the 'world standard' rating of 3.0. Moreover, the 2010 ERA data demonstrated that we had no up-to-date picture of who is involved in educational research, what their strengths are, or how they relate to one another. As an input into strategic research capacity building in Australian educational research, this project begins the process of documenting who 'we' are as educational researchers. The research described within the report used an ecological model to address the project's overarching question, which was: What is the topography of Australian educational research?

- Description: Much of the literature all Vocational Education and Training (VET) professional development for teachers and trainers in Australia has been descriptive, outlining the development, construction and outcomes of a range of initiatives or analysing the nature and extend of initial and ongoing professional development for teacher sand trainers. There has been lillie critical analysis of curricula which led to the attainment what has been the most common Australian initial VET teacher/trainer qualification - the Certificate IV in Assessment and Workplace Training, either in terms of the intended or enacted curricula as it was delivered in many hundreds of locations across Australia. This paper addresses this gap. It presents the outcomes of research that examined ways in which learners and processes of learning were constructed, understood and embedded in the delivery of the Certificate IV in Assessment and Workplace Training (AWT). This qualification was delivered from 1998 until November 2006. In late 2004 a new Certificate IV ill Training and Assessmet (TAA) was introduced, but there was a 'teach-out period' of two years on the old qualification. The study involved 16 case studies of registered training organisations that delivered the Certificllte IV in AWT. The paper updates the study by examining how the changes associated with the new qualification may affect understandings of learners and learning.

Design/methodology/approach: The research project was undertaken for Service Skills Australia, the Australian Industry Skills Council that oversees formal training for a range of service industries in Australia. The paper utilises data from focus groups and telephone interviews with representatives of the retail and hospitality industries, and telephone interviews with staff of the relevant UK Sector Skills Councils, to provide international benchmarking for the issues raised. Findings: Results showed that, while industry representatives stated that they prioritised industry skills and knowledge above education skills and knowledge, a complex mixture of the two was required, which was generally felt to be lacking. Curriculum for training was also perceived to be deficient, despite Training packages having been developed in consultation with industry. A comparison with the UK interviews with senior staff at the UK Skills Councils for the two industries showed similar issues and suggested some possible ways forward for Australia. Originality/value: The paper provides three major areas where improvement in VET training and trainers would be welcome and gives useful initiatives for improvement in those areas. © Emerald Group Publishing Limited.

- Description: The literature has identified some potential problems and challenges associated with teenage part-time workers and the nature of the workplaces that employ them. However a large national project on student-working found few problems in the two companies researched because these companies had policies in place that addressed the potential problems. Some suggestions are made about how problems and challenges could be avoided in a wider range of adolescent workplaces.

- Description: This research project, part of a much larger study, considered how people in regional communities learnt to deal with the impact of reduced water availability as a result of drought or climate change. The communities in the Mallee-Wimmera region of Victoria, Australia, were the focus of this study and a range of local people from different sectors of the communities were involved in interviews, which became our main data source. We recognise the limitation that not all viewpoints could possibly be accessed in the participant selection process. The resultant data indicated that significant changes were being made to local practices as a result of the learning taking place and that there were a range of processes which enabled adult learning across the communities.

Old dogs, new tricks : Training mature-aged manufacturing workers

- Description: Purpose – This paper aims to examine the employment and training of mature-aged workers, so that suggestions for improving training for mature-aged workers may be offered. Design/methodology/approach – Six expert interviews were carried out by telephone, and three case studies involving company site visits were completed. Each company case study involved interviews with managers, trainers and mature-aged workers. The study was confined to the manufacturing industry. Findings – Mature-aged workers bring many advantages to workplaces and some employers show a definite preference for them over younger workers; but in some cases training needs to take account of lack of confidence and literacy and health issues. However, there is great diversity among mature-aged workers. Research limitations/implications – The research is confined to shop-floor workers in manufacturing, and does not address training of mature-aged managers and professionals. The research is small-scale but provides new insights, and importantly the voices of the workers themselves. Practical implications – The paper identifies managerial and training practices that can immediately be implemented. Originality/value – The paper identifies some issues that can be taken up at a policy level as well as within companies. For example, the preference for qualification-based training at a national level is not necessarily consistent with what mature-aged workers prefer.
Buying-out teaching for research : The views of academics and their managers

- Description: This paper reports on the practice of buying-out teaching to create time for research. A study was carried out, at a regional university in Australia, with academics in receipt of research grant funds (and therefore with the means to buy out teaching), Heads of School, and the Deputy Vice Chancellors responsible respectively for research and for academic matters. We found that while eligible academics did buy out teaching by employing casual staff, most of them worried about the potential effects on teaching quality and students' learning. Heads of School were more sanguine about possible effects on teaching. Decision making by academics about whether to buy out teaching, and by Heads of School about whether to allow it in particular cases, took account of a number of factors. Some teaching activities were seen as higher-risk than others for buying-out. It was uniformly recognised by all parties that buying-out did not result in complete relief from the teaching activity that was bought out; a great deal of time and energy needed to be invested by the academic in making appropriate arrangements and monitoring the quality of work undertaken by the casual staff. The paper suggests that clearer policies need to be instituted in this area; academics were unsure what buying-out was allowed or acceptable, and would benefit from more discussion of the practice. © 2011 Springer Science+Business Media B.V.

- Description: 2009 was a bad year for Australia's international vocational education and training (VET) industry. Racism affecting international students on the streets and in the national media discouraged students from applying to study in Australia and made international education the centre of political controversy. In such an environment it has been easy to lose sight of the teaching and learning processes that are at the heart of VET for international students. This paper reports on part of a research project, funded by Service Skills Australia, that examined VET practitioners in the service industries. As part of that project the author carried out case studies in two registered training organisations (RTOs) that delivered training to substantial numbers of hospitality students and interviewed senior managers from four other RTOs. Staff and students alike reported on the benefits of having international students enrolled in their courses, and reported instances of good practice in pedagogy that have implications well beyond the international student cohort.

- Description: This paper is a preliminary investigation of the place that theory plays in vocational education and training (VET) research. Vocational education and training is an academic discipline, whose theory base has not previously been analysed in detail. The VET research community considers itself to be somewhat undervalued both by the broader education discipline in Australia and by some stakeholder bodies. Yet the community and its experienced researchers have a high reputation overseas. It could be that a better articulation of the theoretical framework within which we work, and the bodies of knowledge upon which we draw, may lead to a greater utilisation of our work by the broader scholarly community and, importantly, by relevant policy-makers. © eContent Management Pty Ltd.

- Description: This paper reports on aspects of a recent project carried out for the International Labour Organization (ILO) and the World Bank, which was designed to feed into the process of updating and expanding India’s apprenticeship system. The apprenticeship system in India is extremely small for the country’s population, even taking into account the high proportion of jobs that are in the informal economy, and is subject to very rigid regulation. Expansion of the system has been seen as vital in order to improve the supply of skills to the rapidly expanding economy, and also to address issues of disparity in labour market participation and equity for certain groups in Indian society. The paper firstly explains how findings about apprenticeship systems from ten other countries, together with analysis of the Indian situation, were used to present options for consideration by the Indian government. It then analyses these options for their social justice and equity implications.
