Estimating census district populations from satellite imagery : Some approaches and limitations

- Description: Small-area population densities and counts were estimated for Australian census collection districts (CDs), using Landsat TM imagery. A number of mathematical and statistical refinements to previously reported methods were explored. The robustness of these techniques as a practical methodology for population estimation was investigated and evaluated using a primary image for model development and training, and a second image for validation. Correlations of up to 0.92 in the training set and up to 0.86 in the validation set were obtained between census and remote sensing estimates of CD population density, with median proportional errors of 17.4% and 18.4%, respectively. Total urban populations were estimated with errors of + 1% and - 3%, respectively. These results indicate a moderate level of accuracy and a substantial degree of robustness. Accuracy was greatest in suburban areas of intermediate population density. There was a general tendency towards attenuation in all models tested, with high densities being under-estimated and low densities being over-estimated. It is concluded that the level of accuracy obtainable with this methodology is limited by heterogeneity within the individual CDs, particularly large rural CDs, and that further improvements are in principle unlikely using the aggregated approach. An alternative statistical approach is foreshadowed.

- Description: There is a fundamental spatial mismatch in the data available for modeling human population from satellite imagery. Spectral reflectances are available for each pixel of an image, but ground reference population data are available only for larger zones. The general response has been to build models for the average population density of the zones, utilizing spatially aggregated spectral data. This approach has limitations, both for the modeling process and for the utilization of the resulting spatially aggregated population estimates. A pixel-based alternative is described. Pixels of a Landsat TM image were classified as residential or non-residential using standard techniques. Initial reference populations were assigned by uniformly distributing the population of each zone across its residential pixels. An expectation-maximization (EM) algorithm was used to iteratively regress pixel population on spectral indicators and re-estimate pixel populations. Predictive validity was tested by applying the fitted regression equation to a second image. The pixel-based model produced population estimates of comparable accuracy to those resulting from a much more complex zone-based modeling procedure. The pixel-based procedure was also more robust and more amenable to refinement, particularly at the extremes of population density. The relative error in the estimated total urban population of both primary and secondary study areas was less than 1 percent. Median relative error in the population of individual zones was 16 percent in the primary study area (14 percent for urban zones) and 21 percent in the secondary study area (17 percent for urban zones).

- Description: The task of dragging sheep into position for shearing has been reported by shearers as the most physically demanding and one of the highest injury risk aspects of shearing, particularly with regard to back injury. This study aimed to identify which of the currently used drag paths induced the lowest energy consumption and risk of injury. The drag path with the lowest work economy (oxygen cost per sheep dragged per minute) and highest injury risk is used by left-handed shearers who are shearing from a workstation which is designed for right-handed shearers. Importantly, there were no significant differences in the work economy of the two drag paths which were used most frequently and which involved the lowest injury risk. These data have been used in advocating the adoption of simple shearing shed design solutions to assist in the control of injury risk and energy expenditure in the wool industry.

- Description: The Australian adverse drug reactions database is derived from 140,000 reports over 30 years, including many instances of multiple drugs and multiple reactions. There are several thousand different drugs and reactions, and so the drug-reaction table is large and sparse. To aid rapid expert assessment of new reports, Bayesian approaches are being compared with other statistical methods for the re-evaluation of historical data and to provide early indications of emerging trends. Bayesian methods provide more balanced detection criteria than either descriptive statistics such as relative risks, which are subject to large sampling variation for rare co-occurrences, or statistical significance levels which are conversely weighted towards the most common co-occurrences. In this paper the various methods are reviewed and some indicative early results are presented.

- Description: Objective: To produce a measure of faecal loading using plain abdominal radiograph that has both face validity and reliability. This formed part of the Ballarat Constipation Study, which aimed to establish a suite of objective assessment tools for the identification of constipation in residential and extended care facilities. Methods: A 20-point loading scale (five levels of loading × four segments of colon) was evaluated using 75 plain abdominal films of patients older than 65 years that were taken for various purposes. These were randomly ordered and five radiologists, following appropriate training, rated the films. Each was blinded to the others' responses. To establish intra-rater reliability, each radiologist rated 25 of the films for a second time. Results: Reliability was assessed using Q-type correlations for raw scores and Cohen's kappa for dichotomised scores. Inter-rater correlations ranged from 0.57 confidence interval (CI) (0.38, 0.72) to 0.83 CI (0.74, 0.90). Inter-rater kappas ranged from 0.28 CI (0.06, 0.50) to 0.72 CI (0.50, 0.94). Intra-rater correlations ranged from 0.68 CI (0.38, 0.84) to 0.92 CI (0.82, 0.96) and intra-rater kappas ranged from 0.26 CI (−0.08, 0.60) to 0.90 CI (0.70, 0.99). Conclusion: This method of assessing and reporting faecal loading in older people has an acceptable level of reliability for four of the five radiologists. The scale was considered appropriate for use in the larger study, where its validity was tested.

- Description: This technical note describes a comparison of relative errors in one-camera 2D underwater motion analysis when using two different control structure methods for calibrating video images. Eleven male and six female participants performed underwater kicking swim trials. A reference structure of known length and each swimmer's actual (land measured) thigh length were each used to calibrate the movement space from which digitised thigh lengths were calculated from each trial. For each trial, mean thigh lengths calculated using the two methods were then compared to actual thigh length for each swimmer and the differences recorded. Mean differences between actual and computed thigh lengths for the two methods were shown to be similar. However, the spread of mean differences was much less when the actual thigh length was used for calibration. This result strongly supports the use of thigh length as a more accurate method of calibration for one-camera 2D underwater motion analysis.

- Description: The Australian Defence Force (ADF) has resolved to establish a series of physical employment standards for Infantry soldiers and Airfield Defence Guards. A key stage in establishing these standards is to analyse the physical requirements of the two jobs. The purpose of this study was to analyse the physical requirements of the key physical tasks required within the two jobs. The jobs were divided into over 100 component tasks. Some tasks were common to the two jobs while others were specific to the respective jobs. ADF subject matter experts identified 36 tasks that were considered to be the most physically demanding. These tasks were observed to determine the movement patterns (actions) and muscle groups involved, the duration, velocity and estimated of exercise intensity. An estimate was also made of the involvement of each of seven activity types (endurance, strength-endurance etc) in each task and the exercise volume contained within each task. The tasks were ranked based upon the volume of work involved within each classification of activity type and movement action. Based upon these analyses, a series of tasks were chosen as those which best reflected the range of physical requirements of an Infantry soldier and an Airfield Defence Guard. These tasks were: marching while carrying support weapons, carrying ammunition boxes, assaulting, wall climbing, sandbagging, jumping from a height, pursuiting, rope climbing, patrolling in an urban environment, population protection, patrolling in marching order, building forced entry and stair climbing, casualty evacuation, loading stores and digging.

- Description: During strenuous and/or extended exercise in hot environments, considerable body heat can be produced. If the heat produced is above the body's thermoregulatory capacities, or if these capacities are impeded, a rise in core body temperature (Tc) will occur. Infantry soldiers and Airfield Defence Guards within the Australian Defence Force (ADF) are often based in areas which expose them to high levels of thermal stress. Furthermore, they must perform physically demanding training and operations, often in full camouflage, and on occasions with a range of equipment including body armour, which further increases the risk of developing a heat illness during training tasks. The ADF is addressing this issue as part of the Defence Physical Employment Standards (DPES) project, which aims at developing new employment standards using tests that reflect job requirements, and in which soldiers and airmen will be required to complete a number of strenuous and/or extended physical tasks. Two high risk tasks involve marching for either 10 or 20 km at an average velocity of 6km/hr, wearing full camouflage and carrying a 45kg pack. A third high risk task, which simulates movement in urban terrain, is shorter in duration but higher in intensity, and involves wearing ballistic vest, helmet, and webbing. In order to enhance safety by decreasing the risk of heat injury associated with completing these three tasks, Tc is being monitored using telemetric pills. A subject who reaches a Tc of 39.5oC will be withdrawn from the task. Preliminary testing in reasonably mild environmental conditions (15-20oC WBGTO), resulted in steady increases in Tc throughout each task, though no subject's core temperature reached 39.5 in any of the tasks.

- Description: This research was undertaken as part of the evaluation of the VicHealth Participation for Health (PfH) Scheme. VicHealth allocate A$ 3.3 million per year to support Victorian state sporting associations (SSAs) through the PfH Scheme to increase population physical activity levels and health via increasing membership of sporting clubs. SSAs were required to allocate a portion of these funds to participation based programs. While setting for participation was not directed, many (n = 27, 44.0%) of the SSAs conducted school-based sport programs. This research sought to explore the factors affecting the linking of school-based programs with sporting club membership. SSAs reported that 50.6% of the PfH Scheme programs (n = 43) were delivered in a school setting. Focus-group discussions found that, in general, the SSAs did not see the school-based programs being a vehicle for directly recruiting club members. Rather, the programs were used to increase the visibility of the sport, train teachers in the sport and to involve children in physical activity. Barriers to linking school-based program participation to club membership included conflict in program delivery time with club activities, and limited ability of club volunteers to assist with school-based programs. A case-study will be presented which involves the introduction of yachting into schools. In general, the SSAs believed school-based engagement was a poor investment. They also felt that agencies such as VicHealth should advocate for the provision of adequate sport infrastructure within schools rather than the schools relying upon the limited resources of the sporting sector to provide school sport services.

- Description: Understanding organisational capacity is crucial for addressing how organisations can develop in order to contribute to health promotion objectives and facilitate the implementation of health promotion activities within their settings. This study explored the capacity of Sport Governing Organisations (SGOs) to participate in population-focused health promotion activities. Participants from SGOs in the Australian state of Victoria were invited to complete a Health Promotion and Sport Assessment Tool (HP-SAT) which included items from capacity building checklists (strength of a coalition, capacity of an organisation to tackle health issues, and quality of planning including strategic and operational planning for health promotion) and a partnership analysis tool. Participants completed the HP-SAT in two phases—first to identify their SGO's current capacity to implement health promotion activities; and second a reflection of their SGO's capacity five years previously, prior to funding from a health promotion body. For each substantive area in the HP-SAT (e.g., capacity to address health issues) a composite score was calculated by summing the numerically coded responses to each item pertaining to the particular area. The scores represented the capacity to implement health promotion activities, and were expressed on a scale of 0–100. Paired samples t-tests were used to test for differences in the capacity scores between the two time points. The mean scores for the six capacity and partnership areas ranged from 39.1 to 61.5 at the retrospective survey and significantly increased to 56.9–78.2 for the current survey (p < 0.05 for all six areas). Scores for operational planning for health promotion and SGO collaboration activities increased the most, by 27.9 and 19.4 percentage points, respectively. Strategic planning for health promotion scored the lowest for the current survey. This presentation will discuss how to build capacity within the sport sector to facilitate the implementation of health promotion activities and to engage sport settings in health promotion activities. In particular, it will focus on how to promote health by creating health-promoting environments and/or increase physical activity levels through sport participation.
Participation in sport and physical activity for rural adolescent girls : A socio-ecological approach

- Description: Adolescence is a critical time for developing lifelong healthy behaviours including regular participation in sport and physical activity. Participation in sport and physical activity, however, declines during adolescence and few studies have comprehensively identified why; particularly amongst rural girls. This study identifies a range of independent and interacting factors that influence sport and physical activity participation in rural adolescent girls. Methodology: The socio-ecological model of health was used to conduct four focus group discussions with Grade 7 girls (n = 34). Four secondary schools were randomly selected and checked for remoteness using SEIFA and ARIA+ Indexes. Results: Adolescent girls were positively influenced when sport or physical activities were fun, they involved being with friends, and were supported by families and teachers through role modelling and positive feedback. A range of intrapersonal and organisational factors affected perceived self-competence; particularly the co-educational nature of school physical education classes and peer teasing which supported social comparisons of skill level. Conclusions: In the promotion of sport and physical activity to rural adolescent girls, focus must be directed upon developmentally appropriate activities that are fun, opportunities for single-sex classes, and generating cultural changes that encourage non-competitive, and self-referencing activities.

- Description: Sport and recreation settings have been used to encourage healthier behaviours through a legislative and policy approach to health promotion via the replacement of tobacco industry sponsorship with health-focused sponsorship. Few studies have used standard and rigorous evaluation tools to identify health promotion policies and practices in sport settings. This study identified health promotion changes within Sport Governing Organisations (SGOs) with respect to the implementation of sport-related health promotion policies and practices in the context of SGO-organised events and in terms of the support provided by SGOs to their affiliated clubs. The Health Promotion and Sport Assessment Tool (HP-SAT) was used to measure health promotion policies and practices regarding smoke-free environments, responsible serving of alcohol, healthy eating, sun protection, injury prevention, club management, and a miscellaneous “other” category (e.g., engagement of health inequality groups). The HP-SAT has moderate to excellent reliability (0.41–0.99). Participants completed the HP-SAT in two phases—first they identified their SGOs current health promotion policies and practices (2007); and second they reflected of their SGO's health promotion policies and practices prior to funding from a health promotion body (2003). For each substantive area in the HP-SAT (e.g. smoke-free environments) a composite score was calculated by summing the numerically coded responses to each item pertaining to the particular area. The scores represented the existence and implementation of health promotion policies and practices and were expressed on a scale of 0-100. Paired samples t-tests were used to test for differences in the scores between the two time points. The mean existence and implementation scores for sport-related health promotion policies and practices for SGO-organised events ranged from 42.9 to 77.6 at the retrospective survey, and increased significantly for the current survey (range: 67.8–90.6; p < 0.05) for all composite scores except sun protection and injury prevention policies. The mean existence and implementation score for sport-related health promotion policies and practices for SGO affiliated clubs ranged from 20.8 to 64.7 at the retrospective survey and 46.3–88.5 at the current survey. Statistically significant increases were found for all composite scores except sun protection and injury prevention (p < 0.05). The existence and implementation of items relating to healthy eating were lowest for both surveys; whilst responses for club management and injury prevention were highest for both surveys. These data indicate that sport has increased its capacity and role in promoting good health since 2003.
A framework for the design and development of physical employment tests and standards

- Description: Because operational tasks in the uniformed services (military, police, fire and emergency services) are physically demanding and incur the risk of injury, employment policy in these services is usually competency based and predicated on objective physical employment standards (PESs) based on physical employment tests (PETs). In this paper, a comprehensive framework for the design of PETs and PESs is presented. Three broad approaches to physical employment testing are described and compared: generic predictive testing; task-related predictive testing; task simulation testing. Techniques for the selection of a set of tests with good coverage of job requirements, including job task analysis, physical demands analysis and correlation analysis, are discussed. Regarding individual PETs, theoretical considerations including measurability, discriminating power, reliability and validity, and practical considerations, including development of protocols, resource requirements, administrative issues and safety, are considered. With regard to the setting of PESs, criterion referencing and norm referencing are discussed. Statement of Relevance: This paper presents an integrated and coherent framework for the development of PESs and hence provides a much needed theoretically based but practically oriented guide for organisations seeking to establish valid and defensible PESs. © 2010 Taylor & Francis.
Acute effect of exercise on kicking accuracy in elite Australian football players

- Description: Kicking accuracy (KA) is an important skill in Australian football but the potential influence of exercise on this skill has not been previously investigated. The purpose of this study was to determine if a 2× 2 min time trial running protocol influenced short KA in elite Australian football. Another aim was to identify if endurance, playing experience and position were related to any exercise-induced KA changes. Twenty-seven professional footballers performed a KA test by kicking at a bullseye on a target projected onto a screen. The mean error from the centre of the target was the KA score. The players were assessed on the KA test, and then performed a 2× 2 min time trial with a 3-min recovery between runs. The total distance covered was used as a measure of endurance fitness, and the test also served as an exercise bout designed to impose some physiological stress. Immediately following this test, the players walked into the laboratory and performed the KA test again. A paired t-test revealed that the whole group achieved a non-significant 2.7% improvement in KA. Players were divided into two distinct groups based on endurance (2× 2 min results), playing experience and position (midfielders and forwards/backs). Analysis of covariance showed that after the exercise bout, the fitter group had significantly better KA (p = 0.010) than the less fit group, and the more experienced players were 16% more accurate than the less experienced group (p = 0.055). The midfielders were 8.2% better than the forwards/backs in KA (p = 0.32). It was suggested that greater endurance and playing experience may facilitate KA under moderate physiological stress. © 2008 Sports Medicine Australia.
