- Description: Over recent years there has been an international trend towards shorter hospital stays, and the provision of alternative health services in the home (Philp, 1996). This paper focuses on one example of this trend, home-based rehabilitation. Other examples are hospital in the home programs (Gunnel, Coast, Richards, Peters, Pounsford & Darlow, 2000) and domiciliary midwife services offered to women discharged early from maternity hospital (Thompson, Roberts, Currie & Ellwood, 2000). In Victoria, homebased rehabilitation has been available as an alternative to hospital-based care since 1995 when the first home-based rehabilitation program was established at the Greenvale campus of the North-West Hospital. Since then another ten programs have been established in Victoria as alternatives to in-patient care. Similar programs have also been established in other Australian states and overseas (for example, in Western Australia, Bairstow, Asche, Heavens & Lithgo, 1997; and in Sweden, Widén Holmqvist, de Pedro Cuesta, Holm & Kostulas, 1995).

- Description: Adults in Australia have tended to return relatively recently to learning in patterns that are significantly different by gender. These patterns of gender segmentation for adults are particularly noticeable in the findings of recent research by the author into adult, community and vocational learning in small and remote towns in Victoria. The issues associated with such patterns form the basis of this exploratory paper.

- Description: Adverse drug reactions (ADRs) are estimated to be one of the leading causes of death. Many national and international agencies have set up databases of ADR reports for the express purpose of determining the relationship between drugs and adverse reactions that they cause. We formulate the drug-reaction relationship problem as a continuous optimization problem and utilize C-GRASP, a new continuous global optimization heuristic, to approximately determine the relationship between drugs and adverse reactions. Our approach is compared against others in the literature and is shown to find better solutions. 1.

- Description: The paper presents a feature extraction technique for online handwriting recognition. The technique incorporates many characteristics of handwritten characters based on structural, directional and zoning information and combines them to create a single global feature vector. The technique is independent to character size and it can extract features from the raw data without resizing. Using the proposed technique and a Neural Network based classifier, many experiments were conducted on UNIPEN benchmark database. The recognition rates are 98.2% for digits, 91.2% for uppercase and 91.4% for lowercase.

- Description: Data have been collected for many years in different scientific (industrial, medical) research groups. Very often these groups kept all the the they could collect. It is possible that the data contains a lot of noisy features which do not bring any information, but make the problem more complicated. The additional study of eliminating non-informative and selecting informative features is very important in the area of Data Mining. There are several feature selection methods which were developed for supervised classification. The area of feature selection for unsupervised classification is not so developed. In this paper we present a new feature selection approach for unsupervised classification, based on clustering and nonsmooth optimisation techniques.

- Description: Many existing researches utilized many different approaches for recognition in digital mammography using various ANN classifier-modeling techniques. Different types of feature extraction techniques are also used. It has been observed that, beyond a certain point, the inclusion of additional features leads to a worse rather than better performance. Moreover, the choice of features to represent the patterns affects several aspects of pattern recognition problem such as accuracy, required learning time and necessary number of samples. A common problem with the multi category feature classification is the conflict between the categories. None of the feasible solutions allow simultaneous optimal solution for all categories. In order to find an optimal solutions the searching space can be divided based on individual category in each sub region and finally merging them through decision spport system. In this paper we propose a canonical GA based modular feature selection approach combined with standard MLP.

- Description: This paper discusses the important support role that universities can play in the establishment and ongoing sustainability of regional information and communication technology (ICT) initiatives. Three case studies are presented to explore the uptake of ICT in a regional and rural context. A common element in each of these initiatives is the active participation of the University of Ballarat throughout all project phases. The resultant combination of on-the-ground leadership, infrastructure, collaboration and multi-disciplinary research has not only created benefits for the individual communities but also through the generation of consultancy income, publications and community engagement of a type which is highly consistent with the University’s vision and mission.

- Description: Swingtum stands for Swing and Momentum. A Swingtum Theory of Intelligent Finance is presented here in order to provide a scientific and engineering foundation to professional swing trading and momentum trading. The origins of Swingtum theory naturally go deep into the empirical professional technical analysis, fundamental analysis and strategic analysis, and academic quantitative analysis including financial mathematics, econophysics and computational intelligence. The central perspective of Swingtum theory is the pervasive existence of multilevel swings and abrupt momentum moves in the market prices, business fundamentals, mass psychology, and even the news flow. The dualism of swing versus momentum may resemble the wave-particle dualism in quantum mechanics, however with much higher nonlinearity and sophistication of human traders as building elements of the markets. This view forms the Swingtum Market Hypothesis, which is closer to the reality than Efficient Market Hypothesis and Fractal Market Hypothesis are. Swingtum theory models the markets with two parallel and intertwining lines of thought: the multilevel swings and momentums of a target market, and the influences from interrelated markets and the surrounding economic environment. The two lines are then unified into a comprehensive framework - Super Bayesian Influence Networks (SBIN) consisting of many Probability Ensembles of Neural Networks (PENN).

- Description: This paper explores the circumstances and implications of an episode of accounting change arising from the extended use of accrual accounting within the Australian public sector. The matter under scrutiny is the financial reporting of the library collections of Australia's public universities. Accounting standards applying within the Australian public sector imply that such collections should generally be accounted for as assets in the statements of financial position of the entities that manage them. A survey reveals considerable diversity and subjectivity in the accounting practices adopted in seeking to satisfy this requirement. This raises questions about the reliability and usefulness of the information reported, and renders problematic the technical propriety of attempting to express and account for non-financial resources in financial terms. The financial reporting of library collections is posited as a 'chaotic margin' of accounting and consideration is given to possible explanations for the disorderly state of practice observed.
