The relationship between data breaches and identity crime has been scarcely explored in current literature. However, there is an important relationship between the misuse of personal identification information and identity crime as the former is in many respects the catalyst for the latter. Data breaches are one of the ways in which this personal identification information is obtained by identity criminals, and thereby any response to data breaches is likely to impact the incidence of identity crime. Initiatives around data breach notification have become increasingly prevalent and are now seen in many State legislatures in the United States and overseas. The Australian Government is currently in the process of introducing mandatory data breach notification laws. This paper explores the introduction of mandatory data breach notification in Australia, and lessons learned from the experience in the US, particularly noting the link between data breaches and identity crime. The paper proposes that through the introduction of such laws, identity crimes are likely to be reduced.

Although little material evidence survives other than mullock heaps and the occasional ruined building, a large body of archival documentation exists to help reveal the history of the deep lead gold mining communities at Springdallah. This thesis reconstructs the discovery, rise and progress of that goldfield, 30km south-west of Ballarat, through a study of family formation and community building, facilitated by micro-study tools including prosopographical and genealogical databases. At its prosperous and productive peak in the 1860s and 1870s, the communities relied totally on the mining industry for their existence. This thesis positions the alluvial deep lead gold mining industry firmly within the long but disparate historiography of Australian, and particularly Victorian, gold seeking. Unlike the many regional histories that celebrate the growth from goldfields to city status, it focuses on the miners who worked the deep leads of buried river beds, and how they and their families effected material and social change to benefit the communities they created. The findings of this thesis reveal that, in contrast to the strong Cornish presence on many Victorian goldfields, miners at Springdallah came mainly from northern England, south-west Ireland, and the lowlands of Scotland, often with extensive kinship networks. The study demonstrates that this network of communities attracted workers, usually with coal and lead mining experience, who had skills suited to conditions in the deep lead alluvial gold mining industry. According to the findings of this thesis, miners gained power within the Springdallah communities by becoming members of committees, councils, and boards of local and wider institutions. This study found that the Springdallah families were youthful, adapted well to their changed circumstances, were agents of change within their communities, and quickly took advantage of Victorian land legislation, particularly the 1869 Land Act, to take up farming properties both locally and in the north and east of the State.

The focus of this paper is peripheral urban growth centres on the edges of capital cities in Australia and the challenges they face as dormitory suburbs attempting to establish their own local business development. These challenges create dilemmas as infrastructure and climate change place pressure on long commuting times, while developing strong locally based communities is limited by many resource and demand constraints. The main research question is to examine how these challenges are being addressed in both public policy and academic research. Two propositions emerge from this analysis. The first is that, despite clear recognition of these challenges by public policy makers, there is a lack of coherent policy vision in addressing the dilemmas that are facing these urban growth centres. The second is that, despite all the concerns and lack of policy vision, there is a dearth of useful academic research in Australia to understand the dilemmas and provide guidance for appropriate policy options. In the context of ad hoc policy and academic neglect; Casey, Melton and Wyndham are the three major urban peripheral local government areas in Victoria that are profiled in this paper. They serve as examples in examining incoherence of policy and then analysing the elements that are needed for effective and strong peripheral growth centres that could propel these centres towards efficient and equitable liveable communities. A broad composite model of regional economic development is used to examine the attendant problems in these urban centres and the various viable policy options for addressing these problems. In the process, this paper aims to provide a basis for further rigorous academic investigation of peripheral urban growth centres in Australia and, arising from this, more coherent policies for the economic development of such centres. Becoming "Brave and Gallant" : Decolonising the myths of Burke and Wills; Cross-cultural exchanges and the co-production of knowledge during the Victorian Exploring Expedition and the subsequent Relief Expeditions

The history of the Victorian Exploring Expedition (VEE), also known as ‘Burke and Wills’, has commonly been told as a story of ‘brave and gallant men’ who ventured into an unfamiliar landscape and became victims of the ‘ghastly blank’ interior of Australia. Visual artists and historians have memorialised these men as solo-hero explorers who sacrificed their youth and life potential for the sake of Australian nation. The myth of Burke and Wills is a constructed narrative and symbol of glory and achievement that denies the involvement of significant others in exploration and geographical knowledge creation. The path the VEE created through the centre of Australia opened up the broader continent for rapid colonisation and imperial expansion. The tragic legacy of the deaths of Burke and Wills is part of the Australian identity, however, some major aspects of the VEE successes and failures have been sidelined, silenced and even completely ignored in many historical accounts. The historical and visual art accounts that contributed to the memorialisation of Burke and Wills often denied the involvement of other exploration team members, the relief expeditions who went in search of the missing explorers, various intermediaries, guides, go-betweens and significantly Aboriginal peoples’ close involvement and or resistance to interior exploration. Yandruwandha people have been remembered as a friendly and accommodating community who assisted the explorers in their last days and who cared for John King. Within the archives and social memories are examples of agency, power, resistance, and varied perspectives of Burke and Wills. This ethnographic history asks why relations between the explorers, Aboriginal peoples and landscape have been told the way they have and provides examples of encounter and exchange, mutual adaptation and the co-production of knowledge as a way to decolonise the myths of Burke and Wills.

A majority of papers presented at the symposium have overlapping themes between ecology and hydrology of the large river and wetland systems that are exposed to a range of impacts posed by humans and recent climate change. The research focus of this volume is around the topic highlighting the conservation and management of degraded wetlands in Australia and China and the maintenance of a long term ecological resilience.

Variation in the song of the male Common Blackbird was investigated within and between two locations in western Victoria. Each of 400 phrases (100 phrases per male) was characterised by 61 measurements relating to 13 aspects of each phrase. Principal component and stepwise discriminant analyses were undertaken on these measurements. Classification of blackbird song for location and individuality was based on timing within the phrase of the loudest elements. Evidence was found for within-phrase variability, with the greatest variation in the middle of the phrase. Within- and between-site comparison found that blackbird song exhibited both individual and site-specific characteristics consistent with earlier suggestions of phrase sharing within local populations. The study demonstrated that an objective statistical approach to song analysis was able to disciminate between individual birds from different locations.

The Australian Fitness Industry Risk Management (AFIRM) Project was set up to explore the operation of rules and regulations for the delivery of safe fitness services. This article summarises the results of recent focus group research and a national survey of risk management practices by the AFIRM Project. Our focus group research in four States identified the following most important concerns: (1) the competency of fitness professionals; (2) the effectiveness of pre-exercise screening and the management of de-conditioned clients; (3) poor supervision of fitness service users and incorrect use of equipment; (4) fitness trainers failing to remain within their scope of practice; (5) equipment misuse (as distinct from incorrect use); and (6) poor fitness training environments. This information was then used to develop 45 specific items for a questionnaire that was disseminated throughout the fitness industry. The survey, which is the largest ever conducted in the Australian fitness industry (n = 1,178), identified similar concerns. Our research indicates that efforts to improve risk management in the fitness industry should focus, first and foremost, on the development and monitoring of safety policy, and improvements in the education and training of fitness instructors to ensure that they can incorporate risk management practices.

Major physico-chemical parameters of four saline lakes (Lake Colac, Modewarre, Bolac and Tooliorook), in the volcanic plains of western Victoria (Australia), recorded bi-monthly between November 1999-September 2001 are described. Lakes are permanent, large (surface area range 3.5-29.6 km2) and shallow (mean depth range 1.5-3.9 m). Physico-chemical parameters revealed that lakes were homogenous with few differences between sites within lakes. Of the four lakes, Lake Modewarre had the highest salinity of 8 ppt with weak seasonal fluctuations in salinity in all the lakes. All the lakes were turbid (turbidity range 30-659 NTU), with low light penetration (suspended solids range 23-465 mg 1-1) and low Secchi depth (Secchi depth range 7.7-89 cm). pH of the lakes varied between 8.2-9.3 with low seasonal variations, indicating well buffered waters. Based on nutrient status, lakes were classified as eutrophic to highly eutrophic with higher nutrient concentrations. Nitrogen was limiting in one lake (Lake Colac) and phosphorus in the other three lakes. Meteorological events probably influence the physico-chemical parameters of these lakes strongly.

There is little published information on the impacts of exotic fishes in the shallow slightly saline, closed catchment lakes of western Victoria. The present study assessed the diet of exotic carp (Cyprinus carpio) from two lakes of western Victoria (Lake Colac and Lake Modewarre) between November 1999-September 2001, using a numerical and volumetric method of gut contents analysis. Carp larvae <2 cm total length fed exclusively on microcrustacea (Cladocera and Copepoda). At a mean total length of >2 cm carp larvae shifted their diet to include benthic food resources, but microcrustacea still dominated the larval diet. Small carp (≤15 cm) showed a high preference for microcrustacea and tended to avoid benthic macroinvertebrate food resources. As carp size increased the proportion of macroinvertebrates in gut contents increased. Medium (15-40 cm) and large sized carp (>40 cm) displayed broad food assemblages in their guts with microcrustacea, Gastropoda, Ostracoda, Amphipoda and detritus being dominant. Carp showed a selective preference for Diptera and a balanced preference for Amphipoda. Schoener's dietary overlap was high between small and medium carp (0.55-0.65) and medium and large carp (0.72-0.74) but was low between small and large carp (0.36-0.44). When considering only benthic macroinvertebrate food resources, Hurlbert's dietary overlap between size classes of carp remained reasonably low. There were no observable seasonal patterns in the diet of carp in the two lakes but the proportion of the food items in the gut varied between sampling occasions. This study identified the potential of exotic carp in altering lake function by feeding predominantly on microcrustacea, thus causing a 'top-down' trophic cascade.
