This document establishes the foundation arguments for the discussion of safe design in occupational health and safety. Regulation in OHS is currently changing and so too are industry practices and this document is a key policy and educational document supporting these social improvements.

The Australian Safety and Compensation Council recently released "Safe Design for Engineering Students - A Resource Package". This package won the Society of Technical Communication Excellence Award for technical communication. Much of the Resource Package was drawn from The Principles of Safe Design (Culvenor, 2004). The report above was an evaluation of the implementation trial and it lead to the identification of improvements - one which was the inclusion of substantial additional material on accident causation and prevention concepts and activities (Culvenor, J. 2005, Editing the final stage of the Safe Design: An Engineering Resource Package).

Military operational tasks are physically demanding and incur risks for injury. In order to address the issues and costs associated with the high injury rates and focus on ways to reduce the risk of injury to Australian Defence Force (ADF) personnel, the ADF Chiefs of Service Committee (COSC) has endorsed a number of injury prevention strategies aimed at examining, analysing and evaluating injury-related risks and hazards within the ADF. In line with those strategies, COSC has affirmed that ADF employment policy is to be competency based and agreed that physical employment standards should be developed for combat arms trades. The purpose of the Defence Physical Employment Standards Project (DPESP) is to develop these performance-based competency standards. The ADF has employed the services of the University of Ballarat (UB) to undertake the DPESP. This involves reviewing combat arms trade tasks (CATTs), establishing a set of criterion CATTs, developing a battery of simulation and predictive tests based on the criterion CATTs to be used to assess the physical competency of ADF combat personnel, and making recommendations for associated physical employment standards. In the initial phase, the study is focused on one Army corps - Infantry, and one Air Force mustering - Airfield Defence Guards (ADG). The June 1998 a severe windstorm at Snowy River National Park near Mt. Gelantipy caused severe damage to a stand of Eucalyptus delegatensis. Little is known about the impact of windthrow on E. delegatensis and subsequent seedling recruitment. This study was undertaken 4.5 years later to examine (i) the windthrow damage on E. delegatensis and the understorey Acacia dealbata (type of damage, diameter class distribution), (ii) the influence of tree size (diameter at breast height, 1.3m) on pattern of tree damage (snapped/uprooted/ snapped and resprouting) (iii) undergrowth in the windthrow area compared with control plots, (iv) species composition of soil stored seed bank in windthrow damaged plots and control plots. Eleven (25 x 25 m2) plots within damaged areas and five plots within undamaged (control) were selected for study. Tree diameter at 1.3 from the rooting point and type of damage (snapped, uprooted, snapped resprouted, snapped dead) were recorded. To examine seedling recruitment, each 25 x 25 m2 plot was further divided into 1 x 1 m2 sub-plots. Within each sub plot, all E. delegatensis seedlings and their diameters were recorded. Soil seed bank species composition was examined by taking 88 and 40 soil samples from windthrow and control sites respectively. Soil samples were placed in punnets and new recruits were counted and identified. This study showed that, high winds toppled virtually all trees regardless of size and species damaging 99% of E. delegatensis. Seedling recruitment was 49 ha-1 for the canopy species E. delegatensis and 2,210 ha-1 for the sub-canopy species A. dealbata. No E. delegatensis or A. dealbata seedlings were recorded in the control plots. In the soil seed bank study five species were recovered from soil samples collected from the control and six from the windthrow damaged sites. The canopy species E. delegatensis recruited only from the windthrow site. The exotic Rubus fruticosus was found to be colonizing the windthrow site, but was not present in the control site. Results show that E. delegatensis recruitment is very poor in the damaged area and species colonizing within the windthrow damaged area were light-demanding or early succession species. It is proposed that seedling recruitment in the winthrow sites be promoted by burning the site and broadcasting E. delegatensis seed.

In semi-arid north-west Victoria, Slender Cypress-pine (Callitris gracilis) is an important tree hollow forming species for hollow dependent fauna, particularly the Major Mitchell’s Cockatoo (Lophocroa leadbeateri). Long-term management of the Major Mitchell’s Cockatoo must be based on an understanding of the age distribution of Slender Cypress-pine within important habitat areas and the age at which the trees form suitable nesting hollows. This project involved an investigation of the Slender Cypress-pine population within the Pine Plains section of Wyperfeld National Park, north-west Victoria. The objectives of the project were to determine the relationship between stem diameter and age of Slender Cypress-pine, and investigate the age distribution of the Slender Cypress-pine population within Pine Plains. This research indicates that for both lesbians and gay men the journey to self acceptance was often a difficult and stressful one, caused by the prevailing atmosphere of non-acceptance and often vilification of homosexual people. Such a context was found by many respondents to be more prevalent in regional and rural areas. In each of the domains of inquiry examined in this study, that is family, community, school, contact with health professionals and the workplace, lesbians and gay men had experiences of 'homophobia'. In the culture of regional and regional Victoria homosexuality is still considered a minority experience. This has serious consequence for how lesbians and gay men can live out their lives.

The study described in this paper sought to classify male domestic partner abusers by certain identified characteristics and determine whether they responded differently to a Men's Behaviour Change Program conducted by community agencies in regional Victoria. It was found that some types of male abusers appeared to derive greater benefits from the standard 12-week program than others. Those with antisocial personality disorders tended not to respond favourably. Further research work is now required to identify interventions that will be successful with abusers who have significant antisocial personalities.
