- Many small towns in Australia have fragile water supplies, and have been subject to extensive water restrictions that have impacted quality of life, inward investment and sometimes town viability. The small size of these towns and an often outdated water and waste water system, increases their vulnerability to water shortages, whilst the investment costs on the supply side can be high due to an absence of scale economies.; B1
