Wetland managers are faced with an array of challenges when restoring ecosystems at risk from changing climate and human impacts, especially as many of these processes have been operating over decadal-millennial timescales. Variations in the level and salinity of the large crater lakes of western Victoria, as revealed over millennia by the physical, chemical and biological evidence archived in sediments, attest to extended periods of positive rainfall balance and others of rainfall deficit. The recent declines in the depth of these lakes have been attributed to a 15% decline in effective rainfall since AD 1859. Whilst some sites reveal state shifts following past droughts, the response of most wetlands to millennial-scale climatic variations is muted. Regional wetland condition has changed comprehensively, however, since European settlement, on account of extensive catchment modifications. These modifications appear to have reduced the resilience of wetlands limiting their capacity to recover from the recent 'big dry'. These sedimentary archives reveal most modern wetlands to be outside their historical range of variability. This approach provides a longer-term context when assessing wetland condition and better establishes the restoration challenge posed by the impact of climate change and variability and human impacts.

This research investigated the feasibility and capability of neural network-based approaches for predicting the direction of the Australian Stock market index (the target market). It includes several aspects: univariate feature selection from the historical time series of the target market, inter-market analysis for finding the most relevant influential markets, investigations of the effect of time cycles on the target market and the discovery of the optimal neural network architectures. Previous research on US stock markets and other international markets have shown that the neural network approach is one of most powerful techniques for predicting stock market behaviour. Neural networks are capable of capturing the non-linear stochastic and chaotic patterns in the stock market time series data. This study discovered that the relative return series of the Open, High, Low and Close prices of the target market, show 6-day cycles during the studied period of about 14 years. Multi-layer feedforward neural networks trained with a backpropagation algorithm were used for the experiments. Two major testing methods: testing with randomly selected test data and forward testing, were examined and compared. The best neural network developed in this study has achieved 87%, 81% 83% and 81% accuracy respectively in predicting the next-day direction of the relative return of the Open, High, Low and Close prices of the target market. The architecture of this network consists of 33 input features, one hidden layer with 3 neurons and 4 output neurons. The best input features set includes the relative returns from 1 to 6 days in the past of the Open, High, Low and Close prices of the target market, the day of the week, and the previous day’s relative return of the Close prices of the US S&P 500 Index, US Dow Jones Industrial Average Index, US Gold/Silver Index, and the US Oil Index.

The setting of accounting standards in the Australian context has undergone significant change over the past few decades because of both the introduction of international accounting standards and the outcomes of the Corporate Law Economic Reform Program (CLERP). One major thrust of these reforms was to widen the breadth of participation and to introduce new voices into the Australian accounting standard setting regime. Though there have been recent changes to Australian accounting standard setting arrangements, due process still remains as the underlying procedure for incorporating stakeholder participation. Standard setting resides within a socio-political and economic realm which lies between a capitalistic economic individualism premised upon self-interest and interest group preferences, and an idealistic paradigm of the public interest (common good). Both notions are espoused within modern civil society and present in the formulation of policy and regulation through participation. Recent times have seen the promulgation of accounting standards given over by delegated legislation to private sector interests who compete for desired outcomes and more recently this has been entrenched within the International Accounting Standards Board (IASB) which produces International Financial Reporting Standards (IFRS). This research presents a two-fold investigation of the due process which is applied when developing accounting standards in Australia. Firstly, this study questions whether such standards provide an adequate avenue for incorporating both appropriate attributes of participation and accountability in line with the historical understanding of due process as developed through common law. Secondly, this study questions whether such standards provide an appropriate vehicle for widening participation by introducing new voices into the Australian accounting standard setting process. On the former question, common law due process resonates within a paradigm that supports fair dealing and equity between individuals with themselves and with government. On the latter question, this research identifies low and declining stakeholder participation within the due process of accounting standard setting. This is accompanied by the declining interest of previous major participants. In examining the longitudinal participation trends of submitters to the accounting standard setting regime, this research contends that the due process finds itself embedded within the confines of a procedural construct to the detriment of accommodating natural justice through a more enlightened substantive approach. As such, when considered in light of its common law roots, it fails both to provide an adequate level of openness along with accommodating only a limited opportunity to participate, specifically when taking into account opinions and interests. The very construct of common law due process rests upon its ability both to subsume participation within the decision-making process, and for that participation to be substantive in the outcome of the process. That is, such participation gives meaning to the outcome. Instead the current due process as applied within the accounting standard setting environment resonates such participation through abolitionist type approaches. Here self-interested parties compete for advantages from property rights and private benefits in line with the more modern interpretation of the public interest. The approach taken in this thesis is to consider the due process from a philosophical perspective by assessing the questions of accountability and participation within the due process in terms of civil society, the public good, economic individualism, libertarianism, liberalism, and agency, rather than to embed the discussion within the expansive existing studies concerning due process in the accounting standard setting process. The conclusion from this perspective is that due process is clearly a process past its due date.

A profile of men's sheds in Australia: Patterns, purposes, profiles and experiences of participants: Some implications for ACE and VET about engaging older men

This paper uses literature and survey results to explore several issues associated with the emergence and development of community-based men’s sheds in Australia and their relationship to both community and further education and the training system. It develops a series of questions about these developments and their relationship to the development of men as learners as well as the nature of education and voluntary organisations. The confirms for the first time, using compelling and rigorously collected survey data from participants, the critical value of men’s sheds in community settings in Australia to older men’s well being: particularly to their health, social enjoyment, ongoing learning capacity and ability to contribute to the community. The sheds, relatively recently created, now provide a valuable and critically important place for a wide range of mainly older men within safe, supervised settings in where approximately 150 such sheds are now found in southern Australia. They allow men to regularly meet and happily socialise, mainly with other men with tools, in a safe, familiar, shared workspace in a wide range of communities, situations and organisational types. The men who use men’s sheds respond positively to environments that allow them to feel at home and learn by doing, in practical, group situations with other men. This paper confirms the high potential of men’s sheds, if carefully configured and managed, to include and support men experiencing issues associated with retirement, health, social isolation, aging and significant change.

The grading of Australian junior and youth rugby union players has received substantial media attention in recent years. Media reports have focussed on size mismatches observed between players, especially players with Polynesian heritage, and the concerned parents who fear for the safety of their child owing to perceived mismatches. Although such concerns are well meaning, few media reports recognise the need for substantial evidence to determine the best grading system for junior and youth rugby union players. The current study reviewed relevant literature pertinent to the grading and dispensation of junior and youth rugby union players. Using primary and secondary search strategies, a total of 33 articles reporting the anthropometric characteristics of junior and youth rugby players were identified. Anthropometric data from the literature were compared with normative population data and currently used dispensation criteria. Junior and youth rugby players were found to be taller and heavier than normative population data. Current dispensation criteria, in terms of body mass, were found to vary and it is suggested that criteria be revised and standardised across rugby unions throughout Australia. Although it is acknowledged that other factors are important for grading players, anthropometric characteristics should be considered as potential dispensation criteria to supplement current age-based grading for junior and youth rugby union players. Measuring the body mass and stature of each junior player upon pre-season registration is suggested, which would provide data to establish valid dispensation criteria for the following season.

The sparse nature of voluntarily reported drug safety data benefits from a system that consolidates the massive amount of data into a manageable format for analysis. This has been done for Australian drug safety data by the Australian Adverse Drug Reaction Advisory Committee (ADRAC) for reactions using the systems organ class (SOC) ontology. There has long been a need for a similar kind of grouping to apply to drugs in this type of data. In ADRAC, drugs are currently listed by trade-name, where only some of these trade-names were assigned anatomical-therapeutic-chemical classification (ATC) codes. We assigned an ATC code for each ADRAC trade-name and show that this ontology facilitates the detection of drug class / reaction class associations at various levels of specificity. This allows different views of these associations (even very rare ones) and their significance measured for the development of more sensitive signal detection methods. We report that this ATC classification enables both the grouping of association rule approach that is useful for studying rare associations, and the development of an adverse reaction signal detection method.

This includes his sabbatical spent in Melbourne and Sydney in 1959 when he worked on an Australian version of his famous curve taking into account the different institutional background and then when he took up a professorial chair in economics at the Australian National University. Using new archival material the paper delves into both episodes and how Phillips career at the ANU was cut short by a major illness.

This paper is concerned to re-examine Aboriginal spatial organization in the far northwest region of Victoria from Mildura to the Victorian border with South Australia. RMW Dixon (Working Papers) has noted that there is a multiplicity of names of groups in this region, and their status must be resolved. It does this by examining the primary sources and nineteenth century reconstructions such as Thomas, Goodwin, Smyth, Mathews, and Howitt, and then through a more critical analysis of twentieth century reconstructions such as Tindale. It finds that south of the Murray River and west of Mildura there were two language groups: Keramin (which included Jarijari at Mildura) and Yuyu to their west. Keramin at Mildura claimed country on both sides of the Murray River, however the Yuyu were only on the southern side of the river. The northern side of the Murray River belonged to Marawara, the southernmost dialect of Pakantji. The presence of the Marawara south of the Murray River is considered a post-contact adaptation.

Activists use digital as well as mainstream media tools to attract supporters, advertise their campaigns, and raise awareness of issues in the broader community. Activism and Digital Culture in Australia examines the use of digital tools and culture by Australian and international activist organisations to facilitate public engagement, participation and deliberation in issues and advance social change. In particular the book engages media studies, cultural studies, social theory and various ethical and political philosophical perspectives to examine the use of digital multi-platform tools by activist organisations and advocates for social change to a) disseminate information and raise public awareness; b) invoke, inform and shape public debate through the provision of information and invocation of affect; and c) garner public support (including funding) for issues and for associated social change. Engaging both qualitative and quantitative approaches, these case studies will demonstrate the richness of digital culture for activism and advocacy, examining the use by activist organisations of such digital media tools as apps, blogging, Facebook, RSS, Twitter, and YouTube. The shows that digital culture offers productive mechanisms and spaces for the reshaping of society itself to take more of a participatory role in progressing social change.
