When Mullawallah (also known as King Billy, Frank or William Wilson) died of exposure/exhaustion on 23 September 1896, many of the Ballarat community took a somewhat ghoulish interest in viewing the corpse at the Ballarat and District Hospital morgue. Mullawallah was laid in a black and gold open coffin, decorated with golden representations of Aboriginal weapons. The hospital gardener made a special boomerang-shaped wreath of wattle blossom which was placed on his chest. A few days later, on 26 September, hundreds of residents, including local Members of Parliament, assembled for the beginning of the funeral procession at the hospital. They wished to be part of what they believed was the historic occasion of the passing of the 'last of the Ballarat tribe'. Key local churches and institutions had jostled to organise this burial. Ultimately, it was the Anglican Archedeacon who presided over the service and the Methodists who donated the grave plot.

Ghosts have long been a popular subject in central Victoria. Even in the late Goldfields era, belief in ghosts, ghost stories and hauntings were popular subjects for entertainment and attracted significant attention in the printed press and public gatherings and lectures. In a sense Ballarat was a 'haunted' city from very early in its coloniel history. With such a demand and popular interest in ghosts, Ballarat also became a hot bed of spiritualism and ghost hoaxing. This paper examines the history and context of ghost hoaxing in nineteenth-century colonial Victoria with a focus on Ballarat and the central Victorian region.

Since the earliest colonial days in Australia there have been a large number of reports of what have variously been described as stone carving, rock sculptures, earthen sculptures and rock engravings by Aboriginal people. The most prominent of these has been on the wooden sculptures emanating from northern Australia. Few anthropologists have minutely reported on what McCarthy described as examples of Aboriginal 'plastic art'. Aboriginal sculptures 'crudely fashioned' from beeswax, some of them 'made to represent human figures' but more generally 'modelled' to represent 'kangaroos, turtles, goannas, crocodiles and birds'. One of the most widely reported earthen carvings in what is now known as Victoria was described as the Challicum Bunyip. This was reputed to be an outline of a creature known as a bunyip, which was gouged into the ground. Other accounts of life-sized Aboriginal sculpture in Victoria are not numerous but certainly extant.

That the American Civil War occurred exclusively within North America and affected specifically United States affair is a common misconception. Whilst the majority of the infantry conflict occured within and between the United and then Confederate States of America, the clash was such that it and its effects spread accross the globe. Also engaged in the American Civil War were Prussian military observers; political entanglements with the United Kingdom and Russia; Canadian volunteers within the Union army; smuggling and blockade running from the Bahamas into the Confederate States; cotton shortages in French industries that were heavily reliant on raw materials imported from the southern states; merchant raiding in the Pacific and Atlantic; along with countless other entanglements to Europe and their colonies into the conflict through one means or another. The tyranny of distance notwithstanding, Australia was no exception to the overflow of conflicts and consequences that resulted from the American Civil War.

Fauna living in arid environments face strong ecological and physiological constraints. Water is the key requirement and vertebrates exhibit a range of adaptations for survival. Some species obtain water from their diet, but those which require water to drink or as habitat must either live in or near permanent water, or move in search of water. This strongly influences the distribution and abundance of vertebrate species in arid environments. In arid agricultural landscapes, the development of artificial water sources for stock has benefited water-dependant native fauna, particularly frogs. Little is known about the effects of removal of artificial water sources in these environments. In North-western Victoria, completion of the Northern Mallee Pipeline and the proposed construction of the Wimmera Mallee Pipeline will ultimately replace over 20,000 farm dams, resulting in the widespread loss of an open water resource currently used by fauna across the Wimmera and southern Mallee. The wildlife values of the different on-farm water points in the Northern Mallee Pipeline region and the remaining Wimmera Mallee Domestic and Stock Channel System were examined. Species richness and abundance of vertebrates were surveyed at farm dams, channels and stock troughs in open paddocks, and at farm dams in Mallee woodlands. Mallee woodlands with no available water were also surveyed. Sites were surveyed once per season to determine which species were utilising the different on-farm water points and Mallee woodlands. Knowledge of their usage by different species allowed the importance of each water point type to be determined and the impact of the closure of the channel system to be assessed. The study recorded 57 vertebrate species in the Northern Mallee Pipeline region, including six reptile, 43 bird, seven mammal and zero frog species. Surveys in the Wimmera Mallee Channel/dam region recorded 74 different species, including three reptile , 57 bird, eight mammal and six frog species. Overall species richness and abundance was highest at sites with a farm dam in a Mallee woodland, and the levels of species richness and abundance were significantly higher than at sites with Mallee woodland and no available water. The differences between the two site types were due mainly to greater abundance of water- dependant species at farm dams in Mallee woodland sites. For water points in open paddocks, species richness and abundance was highest at sites with a farm dam in an open paddock and lowest at sites with a stock trough in an open paddock. The difference between the different open paddock water point types were significant, and like woodland sites, were driven by greater numbers of water-dependant species. The study also examined whether purpose-built artificial wildlife ponds could provide habitat for water-dependant fauna and whether artificial wildlife ponds could potentially maintain fauna populations after de-commissioning of the existing channel system. The results of this study showed that artificial wildlife ponds placed in Mallee woodlands can provide habitat for birds, both in the Northern Mallee Pipeline region and the Wimmera Mallee Channel/dam region. The results also showed that these wildlife ponds can support species assemblages at levels comparable to a farm dam in a Mallee woodland, demonstrating that wildlife ponds can be effective in providing a degree of ‘replacement’ habitat for birds on farms. Frogs were not recorded using wildlife ponds situated in Mallee woodlands and this was considered due to the wildlife ponds being placed at least 900 metres from a nearby water source potentially too far for many frog species to disperse in an arid environment. Given these findings, the position of ponds was adjusted for the ponds installed in Black Box woodlands. Wildlife ponds in Black Box woodlands were also successful in providing habitat for birds and functioned as an important source of water for water-dependant birds in summer. Frogs were recorded using the wildlife ponds situated in Black Box woodlands and this was most likely due to their close proximity (<200 metres) to a nearby water source, as well as being located in a wetland-associated vegetation type. The success of the wildlife ponds concept has been demonstrated both in their ability to function as habitat for water-dependant fauna and through widespread community acceptance and support. With the de-commissioning of the channel and dam system removing open water sources from the farming landscape, artificial wildlife ponds installed on farms across the region could provide not just a vital habitat resource supporting water-dependant fauna, but in many areas, the only source of water for wildlife within the Wimmera and southern Mallee regions.

The discovery of gold at Ballarat in 1851 conferred incredible wealth on the community, the colony and the British Empire. Ballarat was literally a city 'built on gold'. However, the immigrants who made their fortunes from gold rarely indulged in conspicuous private displays of consumption. The exception was William Bailey. His Italianate mansion, completed in 1883, reflected his great success in speculative mining ventures in the Ballarat area.

A new species of Isotomidae (Collembola) was collected from submerged stones on the edge of nine lakes on Tasmania's Central Highland Plateau. Because it did not comply fully with the characters of any existing genus, a new genus, Chionobora gen. n. is erected for it here. An Antarctic species, Desoria klovstadi (Carpenter), has characters which conform with the new genus so is formally transferred to the new genus here. The Antarctic Continent and Tasmania were last in proximity 60 million years b.p. so it is suggested both species are relicts persisting in probable ice-free refugia during glacial cycles. Gut contents of specimens of the new species exclusively contained diatoms in various stages of digestion and the species appears to graze on aquatic macrophytes, a feeding habit not recorded before for Collembola. We note the high numbers of endemic invertebrate taxa of restricted distributions in cold habitats of southern regions compared to warmer regions and stress their conservation values and threats to their populations.

Visiting Friends and Relatives (VFR) travel has been highlighted through previous research as being historically ignored and underestimated by both researchers and tourism marketing practitioners. However, a new wave of research may be encouraging an awakening in industry circles as to the economic, social and political benefits. Through three case studies in Victoria, Australia of successful VFR marketing campaigns, the reasons why practitioners have developed such marketing campaigns dedicated to reach and optimise their VFR travel ‘market’ are discussed. In addition, the rationale for such campaigns, and their associated marketing activities along with the measures used to judge their effectiveness are explored. The conclusions outline the common themes and issues from the three case studies, and in particular highlight the need for the campaigns to provide economic, social and political benefits.

Objective: To describe trends in hospitalisation for sport-related concussion. Design, setting and patients: Analysis of routinely collected hospital admissions data from all Victorian hospitals (public and private) over the 2002-03 to 2010-11 financial years for patients aged ≥15 years with a diagnosis of concussion and an ICD-10-AM external cause activity code indicating sport. Main outcome measures: Number and cost of hospitalisations; rate of hospitalisation per 100000 participants overall and for specific sports; and percentage change in frequency and hospitalisation rate per 100000 participants over 9 years. Results: There were 4745 hospitalisations of people aged ≥15 years for sport-related concussion, with a total hospital treatment cost of $17944799. The frequency of hospitalisation increased by 60.5% (95% CI, 41.7%-77.3%) over the 9 years, but could only partially be explained by increases in sports participation, as the rate per 100000 participants also increased significantly, by 38.9% (95% CI, 17.5%-61.7%). After adjustment for participation, rates were highest for motor sports, equestrian activities, Australian football, rugby and roller sports. The greatest significant increases in rates were seen in roller sports, rugby, soccer and cycling. Conclusions: The frequency and participation-adjusted rate of hospitalisation for sport-related concussion, both overall and across several sports, increased significantly over the 9 years. These findings, along with high levels of public concern, make prevention of head injury in sport a population health priority in Australia.

Spatial autoregressive modelling detected increases in smoothed SIRs for all cancers of 0.05 (95% confidence interval (CI), 0.02-0.08) and 0.04 (0.01-0.07) per 2.7-fold increase in the natural log-transformed exposure metric for males and females, respectively, in more socioeconomically disadvantaged areas; for melanoma in males (0.05 (0.01-0.08) adjusted for disadvantage) and females (0.05 (0.02-0.09) in disadvantaged areas). Excess risks were estimated for all cancers (relative risk 1.21 (95% CI, 1.15-1.27) and 1.08 (1.03-1.14)), and melanoma (1.52 (1.25-1.85) and 1.29 (1.08-1.55)), for males and females, respectively, in disadvantaged areas in the highest quintile of the exposure metric relative to the lowest. Our findings suggest small but significant increases in past cancer risk associated with increasing soil arsenic in socioeconomically disadvantaged areas and demonstrate the robustness of this geospatial approach. Managers and staff in primary health care partnerships in local catchments, particularly in regional areas, are periodically required to work collaboratively to set health priorities. Setting priorities involves making decisions about which health needs are most important and what programs will be funded to address them. There is no universally agreed set of decision-making rules for setting priorities. Dominant approaches prioritise health economics, and have favoured expert knowledge drawn from technical-rational methodologies rather than consumer involvement and community action. However, research reveals that setting priorities is a complex, value laden, contested process buffeted by competing objectives and political interests. As such, an interdisciplinary, collaborative approach is called for. Using reflective practice from a priority setting project for a primary care partnership in a local, regional catchment in Victoria, Australia, a conceptual framework for priority setting is presented that identifies 13 interconnected factors spanning economic, political, policy, epidemiological, moral, evidentiary and evaluative domains. This interdisciplinary framework extends current knowledge about the considerations and trade-offs in setting priorities among collaborating primary health care agencies. It offers a potentially valuable heuristic tool for healthcare decision-makers in rural areas.

Refugees commonly experience physical and emotional displacement. Such experiences reflect Tuan's theories relating to the anxiety of separation from home and sense of estrangement or alienation in a new land. Despite this adversity, many refugees ultimately form hybrid or trans-national identities, which allow them to operate and be accepted in two (or more) cultures. This facilitates a sense of belonging and the adaptation process to a new country and culture. The Baha'i Faith is considered to be the second most globally widespread religion after Christianity. Thus, refugees can potentially join a community anywhere in the world and be provided with a sense of familiarity, which the commonality of values and administrative structure provides. In addition, newcomers arriving in a new land are automatically affiliated to a collective identity to which they already belong. This paper draws on case study and secondary source evidence to argue that the refugee participants in this study have used the Baha'i writings, international administrative structure and global community, to construct and maintain a notion of home and sense of belonging, and thus ultimately reflect a hybrid or trans-national identity in a new land. Preliminary findings indicate that religion plays a vital role in the lives of these refugees as the central tenets of the Baha'i Faith appear to actively inform the resettlement process in a new country. Life history narratives were used as a tool for analysis in seven in-depth case study interviews with Iranian Baha'i refugees residing in and around the city of Melbourne, in the state of Victoria, Australia. The participants in this study indicated that social space gave them the strongest sense of belonging, rather than place attachment. Religious identity is explored through the affiliation to a collective membership, as it is within this context that religious identity can be strengthened via official and legitimate recognition or undermined via persecution. Collective identity on a macro scale can be associated with nationalism and trans-nationalism. The Baha'i attitude to nationalism is to afford a country its rightful respect, but discourage extreme nationalism as it is characteristically exclusionary by nature. However, the Iranian Baha'i refugees in this study identify primarily as Baha'i rather than Iranian or Australian; that is, the values under-pinning their religion outweighed the importance of place or national identity. The participants in this study embraced the notion of a global home and considered themselves citizens of the world, consequently adopting trans-national and hybrid identities. This attitude ultimately impacts on the adaptation of refugees to a new country, as they do not see themselves as moving from one home to another, but merely relocating to a different part of the one global home. This article examines and explains some of the curriculum and assessment practices that allow for VET in schools (VETiS) programs in the state of Victoria, to be recognised and incorporated into the senior secondary school certificates through the Victorian Certificate of Education (VCE) and the Victorian Certificate of Applied Learning (VCAL). It draws on a selection of policy, curriculum, operational and research literature and statistical data on participation to discuss aspects of Vocational Education and Training (VET) in Victorian secondary schools. After setting out the two curriculum frameworks, the article reviews the strategy and processes for the tandem usage of competency-based and scored assessment as they apply in the Victorian context. The purpose of the article is to show the complexities and open up the balancing act that is occurring at the operational and policy levels between equity and quality.

This paper is concerned to re-examine Aboriginal spatial organization in the far northwest region of Victoria from Mildura to the Victorian border with South Australia. RMW Dixon (Working Papers) has noted that there is a multiplicity of names of groups in this region, and their status must be resolved. It does this by examining the primary sources and nineteenth century reconstructions such as Thomas, Goodwin, Smyth, Mathews, and Howitt, and then through a more critical analysis of twentieth century reconstructions such as Tindale. It finds that south of the Murray River and west of Mildura there were two language groups: Keramin (which included Jarijari at Mildura) and Yuyu to their west. Keramin at Mildura claimed country on both sides of the Murray River, however the Yuyu were only on the southern side of the river. The northern side of the Murray River belonged to Marawara, the southernmost dialect of Pakantji. The presence of the Marawara south of the Murray River is considered a post-contact adaptation.

In this paper, researchers investigate the social impact of water restrictions on households in the Ballarat and District Water Supply System. They present a general framework for evaluating the social impact of water restrictions which centres on perceptions of economic circumstances, health and well-being and community character and cohesion. Using qualitative and quantitative research methods, researchers confirm that existing water restrictions are indeed having an impact, although the extent of that impact varies along key dimensions. Researchers also identify underlying drivers of attitudes towards water restrictions, namely the direct impact of water restrictions on the household, and beliefs regarding the equitable application of restrictions across the community. The research findings are significant at a number of levels. At the local level, they provide water resource practitioners and policy makers with systematic data on which to base future water resource decisions and the communication messages and support strategies that accompany such decisions. More broadly, the findings shed light on an issue of critical national importance and they contribute to our theoretical knowledge of its impacts and complexities, and strategies for measurement.

A study of Aboriginal associations with Victorian caves finds that there is a rich cultural heritage associated with caves. This association has been found to be rich and varied in which caves and sink holes featured prominently in the lives of Aboriginal people - they were often the abodes of malevolent creatures and spirits and some were associated with important ancestral heroes, traditional harming practices, and some were important in the after death movement of souls to their resting places. Aboriginal names for caves, where known, are discussed.
