Description: In the 1960s Australian historians were criticized for being the ``high priests'' of a cult of forgetfulness, for neglecting Aboriginal history, and for excluding a whole quadrant of the landscape from their research. In this article, the authors argue that the same criticisms may be leveled at the interpretation of goldfields history. Taking the Goldfields Tourism Region in western Victoria as their focus, the authors show the richness of the Aboriginal side of the goldfields story, and show that their exclusion from this story is not due to a lack of material. On the contrary, the barriers that exclude Aboriginal experiences from goldfields tourism are based on the perception and choice of tourism agencies and managers. The practice of history of the Sovereign Hill Museums Association in Ballarat serves as a case study for this article. The authors argue that the heritage industry has a responsibility to ensure that Aboriginal experiences are not excluded from their interpretation. Just as the writing of mainstream history had for many years dispossessed Aboriginal peoples and kept them out of sight, and out of mind, it is time for the historiography of gold to reappraise its ideology and find a balance that no longer excludes Aboriginal themes that have a legitimate place in goldfields history. There are several ways that Sovereign Hill may present indigenous perspectives as it interprets the history of gold mining in Ballarat and Victoria from 1850. More information can be made available, by such means as a series of publications ranging from books to Web pages and activity sheets for children. Interpretive displays focusing on the specificity of Aboriginal people and gold, centered around the themes reviewed in this article, could be constructed. Aboriginal guides could interpret this rich heritage for visitors to the museum. Aboriginal people were present on the Ballarat goldfields, and elsewhere, in many capacities, as Native Police, as miners, guides, and gold finders, as wives and sexual partners, as farmers and entrepreneurs trading cultural items and food, and as local residents going about their everyday lives, staging corroborees and other forms of interaction with other inhabitants. Many of these interactions could be ``activated'' by Aboriginal people; for example, there is scope for activation of the corroborees staged in Ballarat in the 1850s, of the Aboriginal encounter of the traveling musical troupe as witnessed by Antoine Fauchery, of the trade between Aboriginal people and miners, and of the critical role played by the Aboriginal Native Police in maintaining law and order in Ballarat and other goldfields in the early 1850s.

Description: In the 1990s, two major issues emerged globally for tertiary mathematics educators: declining standards in the mathematical proficiency of students at tertiary-entry level and the advocates for the incorporation of IT into the processes of teaching and learning. Addressing these issues required significant reform of both curriculum content and classroom practice to ensure that the technology was used appropriately and effectively. These reforms were largely implemented by staff from tertiary Schools of Mathematics. Rather than leading the reform, the Education community lagged behind and in some instances has taken research into the use of IT in Mathematics Education in a questionable direction. In this paper, we outline what we contend has been a failure on the behalf of the Education community to tackle and address problems experienced by mathematics educators (particularly at the tertiary level) and make some suggestions for the directions of future research in Mathematics Education.

Description: The Enhanced Primary Care Package aimed to improve health and quality of life through enhancing primary health care for those over 75 years, Aboriginal and Torres Strait Islanders over 55 years and those with chronic conditions and multidisciplinary needs. A multi-level approach was implemented to promote the package. West Vic Division of General Practice conducted the General Practice Education Support and Community Linkages implementation program for the package in Western Victoria and focused on health assessments for those over 75 years. This research investigated what factors affected change in rural general practitioner practice through surveying general practitioners and collecting Health Insurance Commission data prior to and following the program. Patients were also interviewed to determine acceptance of health assessments and nurse involvement. The program increased awareness, but had little effect on increasing uptake, as only 53% of general practitioners began undertaking health assessments. However the general practitioners indicated an increased frequency of health assessment prescription. Health Insurance Commission data suggested an immediate increase in the use of the assessments, however the rate fluctuated and then declined. Lack of sustained uptake of the program was not associated with remuneration, as 77% of general practitioners did not regard finance as a barrier. Respondents’ major barrier was time (40% pre-education, 73% post-education). This data reflected a rural environment where general practitioners face competing priorities, time constraints, workforce shortage and long consultation lists. A notable change did however occur from practice nurse employment as the involvement of a practice nurse generally resulted in patient satisfaction with the assessment. It was apparent that a complex multifaceted and longer-term view is needed to address factors which limit rural general practitioners’ ability to change. This needs to be addressed at the Commonwealth level and not in isolation in order to produce an integrated framework to enhance and promote, rather than demand change.

Here, a murine SCID thymic lymphoma cell line (ThyE1M6) is described which produces a cytotoxic factor that acts on specific human and murine cancer cell lines, including some lymphomas and hepatomas. The cytotoxic property of the lymphoma was first noted in co-culture experiments that revealed increased apoptosis in some cell types. This attribute was thought to be unusual and as a result a project was initiated with the aim to characterise the factor responsible for cell death."

Description: Despite a rise of interest in information communications technology (ICT) and in community informatics (CI) initiatives, these are not ‘magic bullets’ or ‘quick-fix solutions’ for SMEs or even larger organisations, communities, or industries (McGrath and More 2002). There is growing recognition of the need to go beyond anecdotal evidence and to assess more effectively the change brought about by providing access to and utilisation of ICT in communities. Denison et al. (2002) have presented a taxonomy which differentiates between various types of ICT and community networking initiatives. The application of this schema to a cluster of community informatics originating from the Central Highlands region of Victoria proves to be useful. A case study is then presented which reviews the evolution of one of the online communities within that cluster. The diverse factors which are involved in establishing sustainable online services are examined. Access to a comprehensive toolset specifically designed to meet the skills and infrastructure gaps which often exist in regional areas has been important. The active involvement of community members in designing, implementing and sustaining web-based services has also been important. By generating debate and discussion and by sharing the critical learning from specific cases it is hoped that others can be better informed about the major characteristics and the diverse factors which impact on the effectiveness and long-term sustainability of CI initiatives in a regional and rural context.

Description: Consumer partnerships have been embraced as an important component of building high quality health care services. While nurses have the greatest contact with clients in hospital, little is known of their views about consumer participation or how they facilitate that participation at the bedside. Using focus group interviews and participant observation methods, this project explored nurses' approaches to working with consumers to support their participation in health care delivery. Findings indicate a sharp contrast between the ideas that nurses expressed and the actions observed in practice. It was clear from the interviews that nurses had adopted the rhetoric surrounding consumer participation, yet observational data revealed nursing practices that excluded active participation by consumers. Factors influencing nurses' facilitation of consumer participation were identified as the division of nursing labour in the setting, limited communication between nurses and patients and environmental constraints.

Description: The significance of the Eureka Stockade has been a lively topic of discussion since the event occurred in 1854. This paper focuses on its public interpretation in Ballarat, as a case study of the politics of memory. Its central question is how to interpret a contested political event so that people with ownership of conflicting versions of the story can all be accommodated? The paper analyses the development of the Eureka Stockade Centre in Ballarat, and compares this public interpretation to other attempts to present the story, notably at Sovereign Hill. It concludes that only by embracing the contests can the interpretation be successful.

Continuing "assimilation"? : A shifting identity for the Tiwi 1919 to the present

Description: The Tiwi are the indigenous people of the Tiwi Islands, located off the Northern Territory mainland. In 1919, as a unique and distinct people they appeared to be in a position to maintain their identity, to resist absorption into western culture and to avoid some of the serious social problems that came to affect some other Indigenous communities. While aspects of the Tiwi culture and lifestyle were gradually modified or abandoned through contact with outside societies between 1919 and 2000, other traits remained strong or were strengthened. These included their relationship with the land, the local language, dancing and singing, and adoption customs. Forms of visual art, some introduced, brought fame to the Tiwi. Government policies on Indigenous matters changed dramatically over the twentieth century. The earlier ones, including assimilation programmes were discriminatory and restrictive. Later approaches to Aboriginal and Islander welfare, including land rights, had significant consequences for the Islanders, some beneficial, others detrimental in nature. From the 1970s, the departure of resident missionaries and government officers from the islands led to an influx of private European employees. The exposure to these people added to that which the Tiwi experienced as they travelled far beyond their islands. After 1972, the policies of self-determination and, then, self-management placed enormous strains on the Tiwi as they strove to meet the requirements of government, private enterprise and the wider society. New forms of land and local government controls replaced the law of the elders. A younger, western-educated generation now spoke on behalf of the people. Ultimately, under the influence of outside pressures, degrees of socio-cultural absorption occurred in the islands even though the official policy of assimilation had been abandoned. Fortunately, the strong identity of the Tiwi ensured a level of social cohesion capable of combating full assimilation into a wholly western lifestyle.

Given the methodological advances in multi-level analysis and the nature of rigorous policy analysis, leading academics and practitioners are advocating that policy driven research to be undertaken at a number of levels of analysis. Recent years have brought an explosion of public domain data in many aspects of social, economic and cultural aspects of society (cites and examples) and with this comes the opportunity, as outlined here, to integrate relevant public domain data in order to construct community profiles for local government areas in Victoria.

Description: In responding to the events of 11 September 2001—the terrorist attacks on New York and Washington—George W. Bush announced to the world that democracy itself was under attack, and that such an attack1 represented a threat to democracy. Such an interpretation of these events, along with portraying Western democracy as a victim in need of protection and as ‘good’—and establishing thereby the moral high ground—also represented one of the main discourses in which the Tampa refugees were discussed in Australia, and has continued to be a prominent discourse in public discussion within Australia about the War on Terror, the Bali Bombings and both refugees and detention centres. Drawing on a detailed analysis of letters to the editor published in The Australian in the aftermath of 9/11, this paper seeks to show not only that discussion of the events of 2001 and 2002 has tended to coalesce around two apparently irreconcilable discourses2—that of the aforementioned desire to protect democracy or ‘our way of life’ versus that expressive of a kind of ‘globalized humanitarianism’—but that these discourses are indeed not so much irreconcilable but share a common ground along with common stakes and ends.

Description: Fisher (1998) proposed a spiritual well-being model, comprising the domains of personal, communal, environmental and transcendental well-being, and a single global spiritual well-being dimension. This paper reports on four studies aimed at testing Fisher's theoretical model, and establishing the validity and reliability of a new self-rating questionnaire (Spiritual Well-Being Questionnaire; SWBQ), developed to reflect this model. All four studies supported Fisher's model. The SWBQ showed good reliability (Cronbach's alpha, composite reliability and variance extracted), and validity (construct, concurrent, discriminant, predictive and factorial independence from personality). The SWBQ has the advantage over other existing spiritual well-being measures in that it is based on a broader and more empirically based conceptualization of spiritual well-being, and has well established psychometric properties. © 2003 Elsevier Ltd.
